2. RESOLUTION 2021-10 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing and directing <br /> the Mayor to enter into a grant agreement with Cleveland Metroparks for the construction <br /> and maintenance of the Detroit Connector Trail, an all-purpose trail, and accepting funds <br /> in the amount of $25,000.00 toward the project construction costs. (Referred to PWS <br /> 311121) (pg. 2) <br /> President O'Malley made a motion, seconded by Vice President Litten to substitute <br /> Resolution 2021-10. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-10 was substituted. <br /> Director Leininger noted that the Metroparks desired to strike some language in the grant <br /> agreement that gave it an incorrect connotation. Councilmember Rader asked if the change <br /> were to affect how the money is distributed to the city and how it is to be spent, to which <br /> Director Leininger answered no. <br /> President O'Malley made a motion, seconded by Vice President Litten to adopt substitute <br /> Resolution 2021-10. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Substitute Resolution 2021-10 was adopted as substituted. <br /> 3. Report from Finance Committee meeting held March 15, 2021 (to be provided) <br /> Councilmember Bullock delivered the following oral report for the record: <br /> Today, the committee met and considered 2 ordinances, which were both recommended for <br /> adoption. One was a substitute version of the transfer ordinance, Ordinance 11-2021, which <br /> is ministerial work done to execute the budget. The ordinance was comprised of routine and <br /> unique transfers. The routine ones were for the department of aging and capital projects for <br /> the wastewater treatment plant. The one time transfers were for Lakewood fire station 42, <br /> and the Cove Church Project. The advances were made as cash flow reconciliation. The <br /> Winterhurst fund needs to be reconciled and the committee is about to consider those funds <br /> to return to make it whole. We will see these transfers in the 2nd 3rd and 4d' quarters. The <br /> committee recommended the ordinance for adoption. <br />
