6. ORDINANCE 10-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Director of Planning and Development or the Mayor to <br /> enter into an agreement with a licensed real estate broker to market for sale the real <br /> property located at 1461 St. Charles Avenue, Lakewood, Ohio (PPN 314-04-031) and <br /> 1458 Belle Avenue, Lakewood, Ohio (PPN 314-04-045) for a period of 180 days, <br /> pursuant to Section 155.07 of the Codified Ordinances. (P" read and referred to HPD <br /> 2116121; 2"d reading 311121) (pg. 22) <br /> President O'Malley made a motion, seconded by Vice President to adopt Ordinance 10-2021. <br /> Discussion: President O'Malley stated that he totally supports the legislation, as it gets <br /> assets off the city's books, moves the city toward its strategic goals, and includes provisions <br /> that prevent the properties from being gobbled up by flippers. Councilmember Bullock <br /> clarified that these 2 properties were the first of 9 that the city was selling and inquired <br /> whether the sales would be used to replenish the Land Acquisition Fund. Director Leininger <br /> indicated the funds would replenish the Lakewood Hospital Fund, which will be used to <br /> reinvest in the community in a variety of ways, while giving consideration to the Curtiss <br /> Block Building. President O'Malley asked about the process for marketing these sales. <br /> Director Leininger stated the city will be issuing an RFP to solicit realtors, with preference <br /> for those with Lakewood experience or who are Lakewood residents.. The goal is to share the <br /> sales among different realtors. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Ordinance 10-2021 was adopted. <br /> 7. SUBSTITUTE ORDINANCE 12-2021 - AN ORDINANCE to take effect immediately <br /> provided it receives the vote of at least two thirds of the members of Council, or <br /> otherwise to take effect at the earliest period allowed by law, to expand rental rights <br /> within the City of Lakewood allowing renters who tender their full rent plus any <br /> additional late fees and court costs, prior to an eviction hearing to avoid eviction for late <br /> payment of rent and setting reasonable late fees that a landlord may charge a tenant. (Is' <br /> read and referred to HPD 2116121; 2"d reading 311121) (pg. 24) <br /> Public Comment: Molly Martin of the Northeast Ohio Coalition for the Homeless expressed <br /> appreciation for the legislation and noted that the pandemic exposed housing problems that <br /> have existed for a long time. She indicated that NEOCH supports the legislation becoming <br /> permanent. <br /> President O'Malley gave credit to NEOCH and shared his surprise that it wasn't already <br /> law. He expressed a desire to amend the legislation so it doesn't fade once the state <br />
