MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> MARCH 21, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Kepple, & Shachner <br /> Also Present: Councilmember Baker& Rader, Building Commissioner Chris Parmelee, Law <br /> Director Corrigan, Assistant Law Director Jen Swallow, Planning Director Leininger, Clerk <br /> Bach, & Deputy Clerk Lascu taking minutes <br /> Call to Order: 6:30 pm. <br /> ORDINANCE 05-2022—AN ORDINANCE to take effect November 30,2022 enacting <br /> requirements for structural engineer reports from property owners for the facade of any <br /> occupiable structure 30 years old and more than four stories in height,for any underground <br /> parking structure and any above ground parking structure. (1st read and referred to HPD 2/7/22;2"d <br /> reading 2/22/22) <br /> Chairman Bullock stated that sensible changes were made to Ordinance 05-2022 due to further dialogue <br /> and editing by Councilmember Baker and the Law Department. <br /> Councilmember Baker reviewed the changes incorporated into the amended ordinance. Mr. Baker <br /> indicated that he spent time digging into the City of Columbus' code in order to better inform deliberation <br /> on concerns expressed at the committee's previous meeting regarding defined terms of"design <br /> professional," "imminent hazard," and"undue delay."All terms were further defined as a result of the <br /> research. He also sought to limit liability to the city in the event a report is delivered to the Building <br /> Department and a building disaster or accident occurred soon thereafter. Chairman Bullock and <br /> Councilmember Shachner added their support that the changes make the legislation more clear. <br /> Commissioner Parmelee stated that through collaboration the legislation incorporated industry standards <br /> into facade inspection, and that his department is creating booklets to distribute that mimic those <br /> standards. He added his support for the ordinance. He also indicated that he has contact information for <br /> every building owner that meets the criteria of the ordinance. A communication about the ordinance will <br /> be sent in June,with enforcement expected to go live in November. The Building Department will allow <br /> submission of engineering reports conducted in the last 12 months. <br /> Assistant Director Swallow stated that Section 2 of the ordinance should be amended to reflect the 12- <br /> month allowance. Director Corrigan indicated that a few of the property owners are being proactive and <br /> are getting structural reports completed now, causing higher demand among contractors and engineers. <br /> Commissioner Parmelee stated that reports can be turned in during a 1 month window of November. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to strike 18 in Section 2 and replace it <br /> with 12. All in favor. Motion passed. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to strike November 30, and replace <br /> with November 1. All in favor. Motion passed. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to recommend adoption of Ordinance <br /> 05-2022 as substituted. All in favor. Motion passed. <br />
