Director Leininger discussed the process moving forward, with the first step being reestablishing <br /> the preliminary development plan, which had previously expired. <br /> President O'Malley expressed eagerness to further discuss the financials of the project. He <br /> encouraged the administration to continuously engage Council and seek its input along the way <br /> rather than presenting it with final plans. <br /> Director Leininger provided reassurances that he certainly would keep Council fully engaged. <br /> Councilmember Baker referenced an email that he sent to Director Leininger with questions and <br /> comments on the project. He asked for an analysis comparing this project to Cleveland Height's <br /> Top of the Hill project. He encouraged more office and residential space. He expressed interest <br /> in hearing more from the public about preserving the Curtis Block facade. He expressed <br /> enthusiasm for further discussion of the project. <br /> Councilmember Litten noted that Committee of the Whole will meet each Monday in April to <br /> discuss the project and encouraged members to send questions in advance to aid in thoughtful <br /> collaboration. <br /> The committee and the administration discussed Council's role as it relates to the term sheet and <br /> development agreement. Director Leininger stated that Council is a key decision maker. He <br /> noted that today's term sheet harkens back to the 13 development goals as well as the goals and <br /> information contained within the RFP/RFQ. He encouraged Council to speak up if it sees any <br /> gaps or discrepancies in the term sheet. <br /> Councilmember Kepple expressed interest in further discussion about the community space and <br /> how to ensure that it will truly serve community needs. <br /> President O'Malley asked for additional information about the return on investment. <br /> DO —practice is to defer to the experts. Won't get a lot of feedback on architecture and design <br /> but will focus on ROI. Investing resources that belong to the taxpayers and when we will recoup <br /> that investment and at what rate. <br /> Approval of the minutes of the March 21, 2022 Committee of the Whole. <br /> A motion was made and seconded to approve the minutes of the March 21, 2022 minutes. All <br /> members voted in favor. Minutes approved. <br /> Committee of the Whole adjourned at 7:35 p.m. <br /> 3 <br />
