RESOLUTION 2022-10 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect at the earliest period allowed by law approving a petition for the <br /> creation of a shoreline special improvement district and for the levy of special <br /> assessments for shoreline improvement projects. (Referred to R&O 3121122) (pg. 020) <br /> President O'Malley noted his support along with the administration's for this measure. He <br /> stated he received mix feedback from members of his ward, but believes it to be a good way to <br /> fund the costs of erosion control. He thanked Rep. Mike Skindell of Lakewood for the creation <br /> of the state legislation that allows this measure to be put in place. <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2022-10. <br /> Discussion: Councilmember Bullock asked for the dimensions of the special improvement <br /> district. Councilmember Baker indicated it largely consists of 13-14 property owners between <br /> Webb & Summit. He noted the only shared costs will be legal ones. Project values will then be <br /> put on the property tax bill to each respective property that it helps. People that would like to <br /> join in the future would need to petition the non-profit, which will have a member appointed by <br /> the Council and another by the administration. They then would need to get their project cost, <br /> submit a property tax document duplicate, and pay for it over 15, 20, or 30 years. Any property <br /> owner on any part of the shoreline could choose to enter. <br /> On the motion: All in favor. Motion passed. Resolution 2022-10 was adopted. <br /> ***NEW BUSINESS*** <br /> 11. RESOLUTION 2022-12 - A RESOLUTION to commend Daniel J. O'Malley for his <br /> exemplary public service as a member of Lakewood City Council. (pg. 022) <br /> Motion by Councilmember Bullock, seconded by Vice President Litten to adopt Resolution <br /> 2022-12. <br /> All Councilmembers and Mayor George took time to compliment President O'Malley on his <br /> work on City Council. They spoke to the high quality of his character and noted that he will be <br /> greatly missed. <br /> President O'Malley spoke about efforts that the city has undertaken during his tenure on <br /> Council to improve the quality of life for Lakewood's citizens, especially those with little to no <br /> resources. He spoke about how the power of City Council flows from residents and the <br /> responsibility to use that power on behalf of those that have none and need it the most. He <br />
