Deferred 4/18/22 <br />Baker, Bullock, Kepple, Litten, <br />RESOLUTION NO. 2022-17 BY: Rader, Shachner <br />A RESOLUTION to affirm the City of Lakewood's participation in NOPEC's electricity <br />aggregation program and to elect affordable, turnkey clean energy service, among other consumer choices. <br />WHEREAS, the City Of Lakewood, Ohio ("City") is a member of the Northeast Ohio Public <br />Energy Council ("NOPEC") and participates in NOPEC's electricity aggregation program ("Aggregation <br />Program"); and <br />WHEREAS, the City has adopted sustainability goals, a part of which includes increasing the <br />renewable attribute content of the electricity consumed in the City; and <br />WHEREAS, the City is desirous of setting an example in the northeast Ohio region and to <br />communities throughout our nation that responsible stewardship of our planet requires deliberate and <br />intentional action on the part of local leaders; and <br />WHEREAS, the City wishes to reduce the overall carbon footprint of the City of Lakewood <br />community by selecting a new NOPEC program by which the environmental attributes of the City's electric <br />aggregation through NOPEC are made up of 100 percent high quality, Green-e certified Renewable Energy <br />Credits (RECs); and <br />WI -AREAS, NOPEC has developed a new green program offering for its member communities <br />with a 100 percent renewable energy content standard default electricity aggregation product that includes <br />RECs for 100 percent of the participating customers' energy usage for any current or new NOPEC member <br />community that selects this program for the upcoming three (3) year NOPEC electric aggregation term <br />(from the January 2023 until January 2026 utility meter reads) ("Green Community Choice Program"); and <br />WHEREAS, the Green Community Choice Program will include the additional cost of 100 percent <br />Green-e certified RECs for 100 percent of the City's eligible Aggregation Program customers' energy usage <br />who select this plan from among other plans available to Lakewood consumers participating in NOPEC's <br />aggregation program; and <br />WHEREAS, the additional cost for the REC content included in the Green Community Choice <br />Program price is capped and will be no higher than 0.425 cents/kWh over the term of program; and <br />WHEREAS, the City's eligible Aggregation Program customers will have the option at no cost to <br />the customer to opt -in to the standard NOPEC default product not containing additional RECs, thereby <br />foregoing the additional 0.425 cent/kWh price, or to choose another NOPEC product offering; and <br />WHEREAS, the NOPEC Green Community Choice Program offering requires that a member <br />community notify NOPEC in writing of its election to choose the Green Community Choice Program <br />(100% REC standard default electricity aggregation product) for the upcoming three (3) year NOPEC <br />Aggregation Program term with legislation adopted by the legislative authority of the community making <br />the election; and <br />WI -AREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, <br />this Council by a vote of at least two thirds of its members determines that this resolution is an emergency <br />measure and that it shall take effect immediately, and that it is necessary for the immediate preservation <br />of the public peace, property, health, and safety and welfare and to provide for the usual daily operation <br />
