Lakewood Citizens Advisory Committee <br />FY22 HUD Annual Action Plan <br />Contingency Provisions Language <br />Introduction <br />FY22 CAC allocation recommendations are based on estimates of Lakewood's 2022 CDBG <br />($1,900,000) and ESG ($160,000) awards. <br />■ Because the City's FY22 Annual Action Plan cannot be submitted until HUD announces Lakewood's <br />actual FY22 CDBG & ESG awards, which typically occurs several months into the 2022 program year, <br />the draft Action Plan issued for public review and comment must include these estimates. <br />■ HUD requires the inclusion of contingency provision language in the draft Action Plan explaining how <br />estimated allocations will be adjusted to match actual FY22 CDBG & ESG awards once they are known. <br />■ The following CDBG & ESG contingency provision language is proposed for inclusion in Lakewood's <br />draft FY22 Action Plan. <br />Community Development Block Grant <br />In the event Lakewood's FY22 CDBG award is less than the City's $1.9M estimate, allocation decreases <br />shall be distributed as follows: <br />■ To comply with the statutory 15% Public Services funding cap, total FY22 Public Services allocations <br />will be reduced from $285,000 to 15% of the City's actual FY22 CDBG award. <br />■ Line -item allocation decreases will be distributed proportionally among Public Services activities <br />receiving an FY22 allocation according to each activity's original percentage of total FY22 Public <br />Services allocations. <br />■ If necessary, additional funding reductions required to align FY22 CDBG allocations with Lakewood's <br />actual FY22 CDBG award will be distributed among non -Public Services activities receiving an FY22 <br />allocation at the discretion of Department of, Planning & Development staff in accordance with <br />Lakewood's community and economic development goals and objectives; approved City planning <br />documents; and CDBG regulatory requirements. <br />In the event Lakewood's FY22 CDBG award is greater than the City's $1.9M estimate, allocation increases <br />shall be distributed as follows: <br />■ Total FY22 Public Services allocations will be increased from $285,000 to 15% of the City's actual FY22 <br />CDBG award. <br />■ Line -item allocation increases will be distributed proportionally among Public Services activities with <br />estimated allocations less than 100% of their FY22 funding request according to each activity's original <br />percentage of total FY22 Public Services allocations. <br />■ The balance of the difference between Lakewood's estimated and actual FY22 CDBG awards will be <br />distributed among non -Public Services activities receiving an FY22 allocation at the discretion of <br />Department of Planning & Development staff in accordance with Lakewood's community and economic <br />development goals and objectives; approved City planning documents; and CDBG regulatory <br />requirements. <br />Emergency Solutions Grant <br />In the event Lakewood receives an FY22 ESG award less than the City's $160,000 estimate, funding <br />reductions in an amount equal to the difference between $160,000 and the City's actual FY22 ESG award <br />will be distributed among Lakewood Community Services Center's Homelessness Prevention and <br />Emergency Shelter programs with exact amounts determined jointly by Department of Planning & <br />Development staff and LCSC's Executive Director. <br />In the event Lakewood receives an FY22 ESG award greater than the City's $160,000 estimate, funding <br />increases in an amount equal to the difference between $160,000 and the City's actual FY22 ESG award <br />will be distributed between LCSC's Homelessness Prevention and Emergency Shelter programs with exact <br />amounts determined jointly by Department of Planning & Development staff and LCSC's Executive Director. <br />
