Director Rancatore provided an Excel sheet that explained the interest rates that the <br /> administration has seen over the years, noting they've risen a bit in the last several months. Staff <br /> tried to get early rate locks and were successful, with the city looking at a 1.99%rate this year. <br /> The committee stated the rates were good comparatively over the last 7 years. <br /> Councilmember Rader highlighted the purchase of the generator for Fire Station 3 and thanked <br /> Director Ducu for communicating the need to approve it, despite his reservations on its use of <br /> fossil fuels. He asked to gain a sense of why one using a battery wasn't purchased. Director <br /> Ducu noted that it served as a best solution for the first responder building, which will only be <br /> used in an emergency power situation. That facility needs to run on demand and the <br /> administration was unsure of the capacity of battery generators. The purchase replaces a 21-year- <br /> old generator. Chief Dunphy added that the Fire Department is open to putting solar panels on <br /> top of stations and the preliminary cost savings they may bring. He expressed concern that a <br /> permanent power solution is needed for the station which serves as an emergency operations <br /> center for the city. He clarified that the current and new generators burn clean natural gas. He <br /> suggested exploring a day-to-day battery to augment the current energy system for the station. <br /> Councilmember Rader expressed concern about the Board of Control process and noted that the <br /> contracts for these items were approved prior to Council giving the administration the authority <br /> to enter into those contracts. He would like the two processes to be reversed in their order. <br /> Councilmember Litten supported Mr. Rader's comments on the process, adding that they spoke <br /> to the order of operations in government. <br /> The committee and Director Rancatore discussed the need to seek early rate locks in order to <br /> improve the financing position on the items for the city. Mr. Rancatore noted that there was no <br /> intent to go out of turn, as contracting authority had been previously granted through the 2022 <br /> budget process. <br /> Councilmembers spoke about improving the city's capital plan and budget process, highlighting <br /> the need for consistent investment in clean energy. <br /> Motion by Chairman Shachner, seconded by Councilmember Litten to recommend Ordinance <br /> 09-2022 to the full Council for approval. All in favor. Motion passed. Ordinance 09-2022 was <br /> recommended. <br /> The meeting was adjourned without objection at 7:42 p.m. <br />
