DCA staff and city officials reinforced the priority of the administration to tailor the program to <br /> the community. They added that councilmembers in other cities have spoken highly of DCA's <br /> program. <br /> The administration is looking for coverage every day at Madison & Lakewood Parks from 2pm <br /> to dusk, with the option to tailor hours accordingly. DCA is looking to hire 10 people to fill 4 <br /> positions to cover 168 hours a week. <br /> Chair Baker asked if Council would be authorizing the city's contract or allocating the funds <br /> needed for it. Assistant Director Swallow stated that the city already has contracting authority <br /> and that Council would be merely allocating funding. Chair Baker followed up suggesting that <br /> the administration take Council's suggestions to heart and let them serve as a constitution for the <br /> program. <br /> Councilmember Shachner asked how Parks Ambassadors are evaluated on an ongoing basis. Mr. <br /> Eckhart stated that the Smart System monitors them every day, using GPS to track how many <br /> times an Ambassador walked through the park and how many stops were made. There is a 90- <br /> day probationary period with the position. He added that DCA tracks the number of <br /> complements and complaints received, noting they rarely receive complaints despite there being <br /> several avenues by which to report them. <br /> Councilmember Shachner followed up asking when ARPA funding must be allocated by. Chief <br /> of Staff Storey indicated that funds must be encumbered by 12/l/2024 and completed by <br /> 12/l/2026. He noted the cost of onboarding for the police staffing piece, and that as people left <br /> over the next several years, the staffing number will go back to what it is currently. If Resolution <br /> 2022-16 were approved, there would be $14 million in ARPA dollars left. <br /> Public Comment: Angelina Steiner—2261 Northland Ave. —Ms. Steiner, co-chair of the Anti- <br /> Racism Taskforce (ARTF), stated that Mayor George had discussed the program with the ARTF <br /> and the group wrote a letter of support for it. She shared initial apprehension when hearing Mr. <br /> Eckhart describe the program as another arm of law enforcement, however, was relieved by the <br /> shared vision of Council and the Mayor during the meeting's discussion. She emphasized the <br /> importance of diversity/inclusion training for the Ambassadors and spoke to the divisiveness and <br /> racism that arose from last year's violence at Madison Park. She spoke about the weekly block <br /> parties that came after the tragedy and expressed excitement about what was to come of the <br /> program. <br /> Motion by Councilmember Shachner, seconded by Chair Baker to receive and file the <br /> communication. All members in favor. Motion passed. <br /> RESOLUTION 2022-16 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor <br /> and/or Director of Finance or Director of Law to allocate One Million Nine Hundred <br /> Thousand Dollars ($1,900,000) to for public safety with such funds allocated from the <br /> 4 <br />
