MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> MARCH 28, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Kepple, & Shachner <br /> Also Present: Councilmember Baker, Litten & Rader, Zack Wyman & Lindsey Popken of <br /> Cadmus Group, Chief of Staff Storey, Planning Director Leininger, Clerk Bach, a member of the <br /> public, & Deputy Clerk Lascu taking minutes <br /> Call to Order: 7:06 pm. <br /> Approval of the minutes of the March 21, 2022 Housing, Planning & Development <br /> Committee meetings. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to approve the minutes from <br /> the March 21, 2022 Housing, Planning & Development Committee meeting. All in favor. <br /> Minutes approved. <br /> RESOLUTION 2022-09 -A RESOLUTION to take effect immediately provided it receives <br /> the vote of at least two thirds of the members of Council, or otherwise to take effect at the <br /> earliest period allowed by law, expressing the City's intention to become a SolSmart- <br /> designated community to improve solar market conditions, making it faster, easier, and <br /> more affordable for the City's residents and businesses to install solar energy systems. <br /> (Referred to HPD 3/21/22) <br /> Chairman Bullock and Councilmember Bullock provided an introduction of the legislation, <br /> noting that its intent is to create an administrative environment focused on bettering climate <br /> action adoption citywide. Councilmember Rader stated he's worked with SolSmart <br /> professionally in other states. The committee members stated with the initiative they are looking <br /> to implement solar energy installation as a regular process in the Building & Housing approval <br /> system. There are currently 40-60 solar homes in the city which has approximately 27,000 <br /> structures. The focus is to make it an easy and regular option to property owners. <br /> Zack Wyman and Linsdey Popken of Cadmus Group, a consulting company working with the <br /> SolSmart program, introduced themselves and their backgrounds. Cadmus Group serves as the <br /> technical assistance provider for the SolSmart Program, which is sponsored by the Department of <br /> Energy. <br /> Mr. Wyman and Ms. Popken gave an abbreviated presentation on the SolSmart program. <br /> SolSmart is a national technology assistance program to encourage growth in the solar market in <br /> cities, small towns, regional organizations, and counties. The technical assistance is available at <br /> no cost and the program is tailored to a respective community. There are 400 communities <br /> nationwide, with over 70 credits & multiple pathways to achieve a bronze, silver, or gold <br /> SolSmart designation. <br />
