18. ORDINANCE 22-2022 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, creating a D.A.R.E. <br /> (Drug Awareness Resistance Education) special revenue fund for internal financial <br /> controls pursuant to Ohio Revised Code §2981.13(D). (pg. 36) <br /> Motion by President Litten, seconded by Vice President Kepple to refer Ordinance 22-2022 to <br /> the Finance Committee. All in favor. Motion passed. <br /> ***PUBLIC COMMENT"" <br /> Kathy Haber— 17897 Lake Ave. —Ms. Haber advocated that the Curtis Block building be <br /> preserved, citing the number of letters of support and petitions in support of the matter. <br /> John Pyke— 17808 Lake Ave. —Mr. Pyke expressed support for the full preservation of the <br /> Curtis Block Building. He reviewed the building's history and highlighted its designation as a <br /> historic property. <br /> Rick Sicha— 1519 W. Clifton Blvd. —Mr. Sicha expressed support for preservation of the Curtis <br /> Block Building and highlighted the importance of maintaining building components that should <br /> be visible to residents on the Detroit and Marlowe facing walls. <br /> Linda Barbero—2249 Olive Ave. —Ms. Barbero stated how the preservation of the Curtis Block <br /> Building could benefit the former Lakewood Hospital site redevelopment. She proposed a <br /> variety of elements that would promote architectural continuity at the site. <br /> Heather Rudge— 13926 Clifton Blvd. —Ms. Rudge expressed skepticism about the city's <br /> estimate for a full rehab of the Curtis Block Building and offered other estimates from <br /> comparable projects. (See attached.) She emphasized that the development must be right sized <br /> and right priced for the city. <br /> Hilary Schickler— 1273 Belle Ave. —Ms. Schickler stated her support for the preservation of the <br /> Curtis Block Building. She spoke about her personal connection to the area near the development <br /> site. <br /> Ann Bish— 1142 Webb Rd. —Ms. Bish shared her desire to see the Curtis Block Building <br /> preserved and noted how people come to Lakewood for its older, preserved structures. <br /> Jeanne Mackay — 13428 Lake Ave. —Ms. Mackay reinforced the broad community support for <br /> the full restoration of the Curtis Block Building. <br /> Marianne Moll — 1519 W. Clifton Blvd. —Ms. Moll spoke in support of preserving the Curtis <br /> Block Building and maintaining the character of historic structures in Lakewood. <br /> 6 <br />
