ORDINANCE NO. 19-2022 <br />Placed on 1st reading & <br />referred to HHS 6/06/22; <br />2nd reading 6/21/22 <br />Baker, Bullock, Kepple, Litten, <br />Marx, Rader, Shachner <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of <br />at least five (5) members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, amending Section 149.25 Paid Parental Leave and Childbirth Leave of <br />the Lakewood Codified Ordinances to remove the eligibility requirement of twelve or more <br />months of service with the City of Lakewood. <br />WHEREAS, in 2021 the Administration submitted legislation to provide paid leave for <br />the birth, adoption, fostering of a child; and <br />WHEREAS, not that this paid leave has been in place there is a need to remove the <br />requirement that the employee be employed for a minimum of 12 months with the City of <br />Lakewood in order to access this paid benefit; and <br />WHEREAS, the first year of employment with the City is the time where most <br />employees are the most vulnerable, have little to no paid time off and need this benefit the most; <br />and <br />WHEREAS, in order to continue to promote a work and family life balance, the 12 <br />month requirement should be removed; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />ordinance is an emergency measure and that it shall take effect immediately and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments in that these provisions should be enacted <br />to allow for the application of paid leave immediately to employees; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That Section 149.25 Paid Parental Leave, Childbirth Leave, of the <br />Codified Ordinances of the City of Lakewood, currently reading as follows: <br />149.25 PAID PARENTAL LEAVE, CHILDBIRTH LEAVE. <br />(a) All employees who are eligible City employees pursuant to Section 149.14 and who have <br />been employed full-time with the City for twelve or more months shall be eligible to take paid <br />parental leave one time in a twelve-month period. <br />(b) All employees who are eligible City employees pursuant to Section 149.14, who have been <br />employed full-time with the City for twelve or more months and who are parents who give birth <br />are eligible to take childbirth leave one time in a twelve-month period. <br />
