Baker, Bullock, Kepple, Litten, RESOLUTION N0.2022-30 Marx, Rader, Shachner A RESOLUTION to take effect immediately provided it received the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law approving the ordering of an ambulance and fire pumper truck for delivery in 2024 and committing to including those items in the 2024 budget. WHEREAS, due to the COVID 19 Pandemic and related supply chain issues, lead times for ordering vehicles has gone from months to years; and WHEREAS, in an effort to get out in front of these challenging circumstances, the Administration is being proactive in assessing what equipment and vehicles will be needed over the next several years to ensure that they can be delivered without unnecessary delay; and WHEREAS, Lakewood will need to replace a fire pumper truck that has an 18 month delivery time and a ambulance that has an almost 2 year delivery time; and WHEREAS, it is necessary to place orders for these vehicles now to ensure their availability and delivery in 2024; and WHEREAS, quotes for these vehicles were obtained through the State of Ohio Procurement Contracts and were compared by an internal committee for price as well as the best vehicles to suit the needs of the department; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal department, in that quotes obtained for the above referenced vehicles are only guaranteed for 30 days; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Administration is hereby authorized to place orders for a Penn Care Ambulance in the amount of $354,455.20 and a Sutphen Fire Pumper in the amount of $1,138,377.48 for delivery in 2024. Section 2. Council hereby commits to providing for the purchase of these vehicles in the 2024 Annual Budget. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements. Section 4. This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, and provided it receives the affirmative vote of at least two thirds of members of Council, this resolution shall
