Baker, Bullock, Kepple, Litten, <br />RESOLUTION N0.2022-30 Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it received the affirmative vote of at least <br />two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law approving the ordering of an ambulance and fire pumper truck for delivery in 2024 and <br />committing to including those items in the 2024 budget. <br />WHEREAS, due to the COVID 19 Pandemic and related supply chain issues, lead times for <br />ordering vehicles has gone from months to years; and <br />WHEREAS, in an effort to get out in front of these challenging circumstances, the Administration <br />is being proactive in assessing what equipment and vehicles will be needed over the next several years to <br />ensure that they can be delivered without unnecessary delay; and <br />WHEREAS, Lakewood will need to replace a fire pumper truck that has an 18 month delivery time <br />and a ambulance that has an almost 2 year delivery time; and <br />WHEREAS, it is necessary to place orders for these vehicles now to ensure their availability and <br />delivery in 2024; and <br />WHEREAS, quotes for these vehicles were obtained through the State of Ohio Procurement <br />Contracts and were compared by an internal committee for price as well as the best vehicles to suit the <br />needs of the department; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal department, in that quotes obtained for the above referenced <br />vehicles are only guaranteed for 30 days; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That the Administration is hereby authorized to place orders for a Penn Care Ambulance <br />in the amount of $354,455.20 and a Sutphen Fire Pumper in the amount of $1,138,377.48 for delivery in <br />2024. <br />Section 2. Council hereby commits to providing for the purchase of these vehicles in the 2024 <br />Annual Budget. <br />Section 3. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this Council, and that all such <br />deliberations of this Council and any of its committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements. <br />Section 4. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual <br />daily operation of the City for the reasons set forth and defined in the preamble to this resolution, and <br />provided it receives the affirmative vote of at least two thirds of members of Council, this resolution shall <br />
