Baker, Bullock, Kepple, Marx, <br />RESOLUTION N0.2022-35 Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law, authorizing the Mayor and Director of Planning and Development to enter into an <br />agreement with Lakewood Community Services Center for the provision of Emergency Rent Assistance <br />with Emergency Rent Assistance Program (ERA-1) funds allocated to the City of Lakewood by Cuyahoga <br />County in the amount of $609,459. <br />WHEREAS, the Consolidated Appropriations Act of 2021 included $25 billion to establish the <br />Emergency Rent Assistance Program (ERA-1), and;. <br />WHEREAS, approximately $50 million of the State of Ohio's $775 million ERA-1 award was <br />reallocated to Cuyahoga County, and; <br />WHEREAS, Cuyahoga County will provide $609,459 in ERA-1 funding to the City of Lakewood, <br />and; <br />WHEREAS, Lakewood has contracted with Lakewood Community Services Center to provide <br />low-income Lakewood households adversely impacted by the COVID-19 Pandemic with emergency rent <br />and utility assistance utilizing CARES Act and American Rescue Plan Act funding, and; <br />WHEREAS, Lakewood desires to continue assisting low-income Lakewood families at imminent <br />risk of eviction and homelessness by providing Emergency Rent Assistance Program (ERA-1) funding in <br />the amount of $609,459 to Lakewood Community Services Center, and; <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of Lakewood, <br />this Council by a vote of at least two thirds of its members determines that this resolution is an emergency <br />measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of <br />the public peace, property, health and safety, and to provide for the usual daily operation of municipal <br />departments in order to receive and make these funds available as soon as possible; now, therefore. <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That the Mayor or Director of Planning and Development is authorized to enter into an <br />agreement with Lakewood Community Services Center in the amount of $609,459 to administer an <br />Emergency Rent Assistance Program in accordance with the Funding Proposal and Program Budget <br />attached as Exhibit "A"; <br />Section 2. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this Council, and that all such <br />deliberations of this Council and any of its committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements. <br />
