Baker, Bullock, Kepple, Marx, RESOLUTION N0.2022-35 Rader, Shachner A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor and Director of Planning and Development to enter into an agreement with Lakewood Community Services Center for the provision of Emergency Rent Assistance with Emergency Rent Assistance Program (ERA-1) funds allocated to the City of Lakewood by Cuyahoga County in the amount of $609,459. WHEREAS, the Consolidated Appropriations Act of 2021 included $25 billion to establish the Emergency Rent Assistance Program (ERA-1), and;. WHEREAS, approximately $50 million of the State of Ohio's $775 million ERA-1 award was reallocated to Cuyahoga County, and; WHEREAS, Cuyahoga County will provide $609,459 in ERA-1 funding to the City of Lakewood, and; WHEREAS, Lakewood has contracted with Lakewood Community Services Center to provide low-income Lakewood households adversely impacted by the COVID-19 Pandemic with emergency rent and utility assistance utilizing CARES Act and American Rescue Plan Act funding, and; WHEREAS, Lakewood desires to continue assisting low-income Lakewood families at imminent risk of eviction and homelessness by providing Emergency Rent Assistance Program (ERA-1) funding in the amount of $609,459 to Lakewood Community Services Center, and; WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public peace, property, health and safety, and to provide for the usual daily operation of municipal departments in order to receive and make these funds available as soon as possible; now, therefore. BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That the Mayor or Director of Planning and Development is authorized to enter into an agreement with Lakewood Community Services Center in the amount of $609,459 to administer an Emergency Rent Assistance Program in accordance with the Funding Proposal and Program Budget attached as Exhibit "A"; Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.
