MINUTES OF COMMITTEE OF THE WHOLE <br /> September 12, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Litten, Marx, Rader, Bullock & Kepple <br /> Also Present: Assistant Law Director Swallow, Chief Storey, Mayor George, Finance Director <br /> Rancatore, Planning Director Leininger, Clerk Back taking minutes, other Council staff <br /> Call to Order: 6:03 p.m. <br /> Motion made and seconded to approve the absence of Councilmember Shachner. All members <br /> voted in favor. Motion passed. Absence excused. <br /> Motion made and seconded to approve the absence of Councilmember Baker. All members voted <br /> in favor. Motion passed. Absence excused. <br /> Motion made and seconded to approve the minutes of the August 8, 2022 and August 29, 2022 <br /> Committee of the Whole. All in favor. Motion passed. <br /> Update from the Planning Department regarding the proposed downtown <br /> development. <br /> Director Leininger explained that after taking the month of August off, Architecture Board of <br /> Review met last week. He encouraged the committee to review the revised renderings within the <br /> ABR packet. He announced that there have been revisions to the outdoor community space <br /> which include greater detail than has yet been seen. He stated that ABR provided CASTO with <br /> good feedback overall and that CASTO will do its best to incorporate that feedback as quickly as <br /> possible. He announced that the City is working with the Board of Education to schedule a joint <br /> meeting for October 24h. <br /> Communication from Mayor George regarding American Rescue Plan projects. <br /> (Referred to COW 9/6/22) <br /> RESOLUTION 2022-34 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor and/or Director of Finance or Director of Law to allocate Nine <br /> Million Dollars ($9,000,000) for various projects and programs, hereinafter defined, <br /> with such funds allocated from the American Rescue Plan ("ARPA") and <br /> Coronavirus State and Local Fiscal Recovery Funds ("CSLFRF"). (Referred to COW <br /> 9/6/22) <br /> Referencing her communication, Mayor George explained that the City has identified seven <br /> projects for which to invest the City's $12 million in remaining ARPA funds. While the projects <br /> add up to $15 million, she explained that the administration is requesting only $9 million. Other <br /> funding sources will be explored to fill any gap.
