Baker, Bullock, Kepple, Litten, <br />RESOLUTION NO.2022-41 BY: Marx f Rader' Shachner <br />A RESOLUTION to take effect immediately providing it receives the affirmative vote of <br />at least two thirds of the members of the Council, or otherwise to take effect and be in force after <br />the earliest period allowed by law, authorizing the Mayor and/or Director of Public Works to file <br />an Urban Canopy Restoration Grant Application with the Ohio Department of Natural Resources <br />(ODNR) requesting $25,000 in matching state funds to support the planting of trees on public <br />lands during the fall 2023 planting season, and to obligate funds to satisfactorily complete the <br />proposed project by December 31, 2023. <br />WHEREAS, the United States Department of Agriculture Forest Service has appropriated <br />funds to the State of Ohio with the intention to address critical needs to restore and improve urban <br />forests, reduce stormwater runoff, and reduce the impact of climate change, while building <br />resiliency through tree planting in urban communities where trees are critical to equitable health <br />outcomes; and <br />WHEREAS, ODNR has created the Urban Canopy Restoration Grant Program to award <br />up to $25,000 to municipalities and local governments throughout the state in furtherance of these <br />goals; and <br />W]H EREAS, grant requests must be matched equally, dollar for dollar, through non-federal <br />funds; and <br />WHEREAS, the City of Lakewood desires financial assistance under this program to <br />improve the City's urban canopy in accordance with its Tree Action Plan 2022 and Cuyahoga <br />County Climate Action Plan; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments in that this application must be received no later <br />than October 14, 2022; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OH: <br />Section 1. Council hereby authorizes the Mayor and/or Director of Public Works to submit <br />an Urban Tree Canopy Restoration Grant Program application on behalf of the City of Lakewood <br />
