ORDINANCE NO. 31-2022 BY: AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, amending Section 1309.09 Combined Permit Fee of the Lakewood Codified Ordinances to increase the threshold for issuing a combined permit and to increase the fee. WHEREAS, construction costs have risen in the past several years; and WHEREAS, currently a homeowner can obtain a combined permit fee covering multiple types of work instead of pulling multiple single permits where more than one type of work is being conducted and the total value of the work exceeds $5,000; and WHEREAS, rising construction costs should be considered when establishing this threshold; and WHEREAS, the current $50 fee for a combined permit fee does not adequately cover the costs of permit processing, issuance and multiple inspections by multiple inspectors; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this ordinance is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments to provide for the usual daily operation of the City in that these fees should become effective immediately to reflect the current construction trends, Now therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO Section 1. That Section 1309.09 Combined Permit Fee of the Codified Ordinances of the City of Lakewood, currently reading as follows: 1309.09 COMBINATION PERMIT FEE. Notwithstanding any other provisions of this chapter, a homeowner who performs the work and who occupies the premises wherein the work is to be performed may obtain a combination permit fee to cover all or any alterations, remodeling, plumbing, electrical or HVAC work, provided that the value of such work shall not exceed five thousand dollars ($5,000) in total. 50.00 is hereby repealed.
