Law Director Vargo detailed extensive negotiations that have been made in the past. He has not <br /> worked on employment negotiations but trusts that he can learn with the assistance of Assistant <br /> Law Director Swallow. <br /> Councilmember Shachner and Bullock thanked Mr. Vargo for choosing a position for the city <br /> and expressed that they are looking forward to working with him. <br /> Councilmember Bullock expressed that he enjoyed meeting with Mr. Vargo a week prior. He <br /> mentioned that though the city is steadily improving but must remain as a focus for council and <br /> the law department. <br /> President Litten made mention that public scrutiny may be a major transition for Mr. Vargo in <br /> his role for the city. <br /> Law Director Vargo agreed that facing the public will be a transition; however, he will always <br /> exercise the best judgement he has at the time of a case. <br /> President Litten asked Mr. Vargo if there are any conflicts of interest that would require recusal <br /> of a future case. <br /> Law Director Vargo explained that there is nothing as of now that would create a conflict for <br /> him, but these conflict checks will be run periodically. <br /> President Litten questioned how much the city usually budgets for outside council. <br /> Mayor George explained that the Administration sets an annual budget for anticipated outside <br /> council costs. She mentioned the primary use of inside council for union negotiations and the <br /> limit of outside council unless necessary. <br /> Councilmember Marx questioned how Mr. Vargo's family feels about him becoming a Law <br /> Director for the City of Lakewood. <br /> Law Director Vargo shared his hope that his children will understand the significance and <br /> appreciate his work. He mentioned that his past work at a large firm was important, but this work <br /> will be civically significant. <br /> Councilmember Marx expressed how proud Mr. Vargo will be serving the city and that she is <br /> looking forward to working with him. <br /> Law Director Vargo mentioned that his current firm fully supports his full-time effort working <br /> for the city, and though he may be at the firm a couple times a week, his new position is his <br /> priority. <br /> Motion by President Litten, seconded by Vice President Kepple, to adopt Resolution 2022-40 to <br /> full Council. All in favor. Motion passed. <br /> Without objection, the meeting was adjourned at 7:06 p.m. <br /> 3 <br />
