Councilmember Bullock questioned how much the contract costs and if the city can afford it. <br /> President Litten expressed confidence that those questions will be asked and answered during the <br /> upcoming budget hearings. <br /> Councilmember Bullock pointed out that the budget has not yet been presented to Council and <br /> suggested that Council ought not approve the contracts without understanding their budgetary <br /> impacts. He brought up past practices and the timing of previous contracts relative to the budget. <br /> He asked the Council President to invite the administration to describe their goals for contract <br /> negotiations and their priorities regarding contract terms related to budget impacts,personnel, <br /> and workplace conditions, noting that he has not received that information from the <br /> administration. <br /> On the motion: <br /> Yeas: Baker, Litten, Marx, Rader, Shachner <br /> Nays: none <br /> Abstain: Bullock <br /> RESOLUTION 2022-45 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor of the City of Lakewood, Ohio, to enter into an Agreement <br /> with the Lakewood Paramedic Association for a three-year period commencing <br /> January 1, 2023 and ending December 31, 2025, and ratifying that Agreement. <br /> (Referred to COW 10/17/22) <br /> Motion by President Litten to recommend adoption of Resolution 2022-45. <br /> Councilmember Bullock asked for more information on the contract from the Mayor and her <br /> administration. <br /> President Litten pointed out that the administration was clear that it would reserve any comments <br /> for executive session. <br /> Mayor George expressed a preference to maintain past routines regarding approval of union <br /> contracts,pointing out that the fire and paramedic 2020 contracts were approved the same night <br /> they were introduced on Dec. 16th 2019. <br /> Councilmember Bullock replied that the facts and timeline were different in 2019, since the <br /> contracts were presented to Council after the budget had been presented. He expressed <br /> disappointment that Council has not been able to get answers to these questions on behalf of the <br /> taxpayers and the public. <br /> 2 <br />
