MINUTES OF THE HOUSING, PLANNING& DEVELOPMENT COMMITTEE <br /> September 26, 2022 <br /> Auditorium <br /> Present: Councilmembers Bullock, Shachner, Kepple <br /> Also Present: Chief Assistant Law Director Swallow, Commissioner Parmelee, Clerk Bach, and <br /> Council staff taking minutes. <br /> Call to Order: 7:16 p.m. <br /> Approval of the minutes of the September 19, 2022 meeting of the Housing, Planning, & <br /> Development Committee. <br /> Motion by Councilmember Bullock, seconded by Councilmember Kepple to approve the minutes <br /> of the September 19, 2022 Meeting of the Housing, Planning, & Development Committee. All <br /> members voted in favor. Motion passed. The minutes were approved. <br /> ORDINANCE 31-2022 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force at the earliest period allowed by law, amending Section 1309.09 <br /> Combined Permit Fee of the Lakewood Codified Ordinances to increase the threshold for <br /> issuing a combined permit and to increase the fee. (11t read& referred to HPD 09/19/22) <br /> Commissioner Parmelee briefed the committee about the Combination Permit that allows a <br /> homeowner to receive one permit rather than multiple permits for each modification done to the <br /> home as part of a large project. He explained that the current threshold on the value of the work <br /> performed $5,000 to obtain this permit. The current permit fee is $50.00. In order to account for <br /> price increases, he suggested an increase to the threshold as well as an increase for the fee to <br /> cover inspection costs. <br /> Councilmember Bullock spoke in favor of Ordinance 31-2022 and explained that the threshold <br /> had not been updated since 2006. He suggested that because prices have increased since then, the <br /> threshold may need to be higher than the original $10,000 proposal. <br /> Commissioner Parmelee agreed that the threshold should increase to $15,000 to accommodate <br /> bigger projects in the home and would save the homeowner money with the combination permit. <br /> Councilmember Kepple mentioned that the building inspector's time will likely cost more than <br /> the proposed fee of$100 but acknowledged the need to maintain affordable fees for <br /> homeowners. She asked about available data that may show how much these projects in the <br /> home have costed. <br /> Commissioner Parmelee explained that the department maintains data on all permitted projects. <br /> He mentioned that there were approximately 2,900 permits issued for home projects last year and <br /> only around 100 of them were combination permits. While the combination permits are a small <br /> percentage of all permits issued, they can be time consuming. Because the cost of building <br />
