Chair Rader inquired how similar Lakewood's legislation is to the EPA's draft version. Ms. <br /> Swallow indicated that Lakewood's mirrors the EPA's, however it is housed in the city building <br /> code, as there is no water supply code to apply it to per the draft. <br /> Councilmember Bullock asked about any potential improvements to the city's process and <br /> about periodic inspections for every water line in the city. Ms. Swallow noted there will be <br /> better follow through on annual backflow inspections and that there is no formal game plan for <br /> water line inspections, however one would be rolled out in a phase-by-phase approach. <br /> Mr. Bullock inquired who the responsible party is for the backflow inspections and if backflow <br /> technology has evolved. Ms. Swallow and city staff stated that the property or business owner <br /> would be responsible, and that the technology has not evolved, but remains effective. <br /> Councilmember Baker stated he made some clarifying changes to the language of the <br /> legislation that made inaccurate references from the previous EPA model draft. He asked where <br /> a backflow prevention device would be found on the average homeowners' property in <br /> Lakewood. City staff clarified that most homes in Lakewood would not have an inspectable <br /> backflow prevention device, as they are only required if a property has a residential irrigation <br /> system or an inground pool. Discussion then ensued between the committee and staff regarding <br /> the various types of backflow prevention. <br /> Discussion concluded with committee members asking for continuing public education on <br /> Building Department initiatives. Ms. Swallow indicated that advertisements have been put out <br /> in the mayor's newsletter regarding relevant building and housing issues. <br /> Motion by Chair Rader, seconded by Councilmember Bullock to substitute Ordinance 30-2022 <br /> for the version proposed by Councilmember Baker. All in favor. Motion passed. <br /> Motion by Chair Rader, seconded by Councilmember Bullock to recommend adoption of <br /> Ordinance 30-2022 as substituted by the full Council. All in favor. Motion passed. <br /> Chair Rader adjourned the meeting at 6:31 p.m. without objection. <br /> 2 <br />
