off -duty periods to compensate employees for holidays actually worked. These twenty-four (24) hour off - <br />duty holidays may be divided, upon request, into two (2) twelve (12) hour half holidays. All holiday off - <br />duty periods shall be selected in accordance with the seniority plan. <br />16.02 The twenty-four (24) hour personal business day may be selected in one (1) twenty-four (24) hour <br />period. <br />16.03 Employees may forward a written request no later than December 15th of each calendar year to the <br />Chief for payment of up to one hundred fifty-six (156) holiday hours in lieu of time off. Payment for said <br />hours shall be made the following January and shall be made at their hourly rate for conversion of leave to <br />cash, not to include any supplemental pay provided by this Agreement. <br />16.04 Employees scheduled to work the actual holiday, excluding the employee's personal business day, <br />shall receive a premium pay of one and one-half (1-1/2) their hourly rate for conversion of leave to cash for <br />all hours worked. Employees who work four (4) or more consecutive hours in an acting capacity pay as- <br />signment shall receive premium at the acting rate of pay. Mealtime shall not be deducted. <br />16.05 Employees must take or convert holiday time during the year in which it is earned, and holidays shall <br />not be accumulated. <br />16.06 Employees required to work overtime on New Year's Day, Easter, Thanksgiving and Christmas shall <br />be paid at the rate of two (2) times their hourly rate for conversion of leave to cash. <br />ARTICLE 17 MEDICAL COVERAGE AND INSURANCE <br />17.01 The City agrees to provide for full-time employees and their dependents a choice of health care plans, <br />provided the City may change either carriers or delivery systems if the benefits and provider networks are <br />comparable to the present plan. The City shall not offer less than two (2) plans. <br />17.02 The PPO plan offered by the City shall have an employee monthly contribution rate for <br />single coverage not to exceed $125.00 in 2023 and an employee monthly contribution for family <br />coverage not to exceed $240.00 in 2023. <br />The Employer has established an Insurance Committee of one (1) to three (3) representatives from each of <br />the City's bargaining units, if they choose to be represented and a minimum of one (1) representative of <br />the Employer. The Committee shall meet at least once a quarter for the purpose of exploring cost saving <br />measures and/or alternative health plans. The Committee shall make recommendations regarding health <br />care coverage and such recommendations shall be presented to each bargaining unit as well as to the City <br />Administration. <br />The Insurance Committee is to discuss and recommend changes to the city's health care plans <br />with the goal of decreasing costs for both the city and the employees, as well as to review and <br />recommend wellness programs which have the expectation of saving the city insurance dollars. <br />Each bargaining unit shall be entitled to cast one vote, no matter the number of employees repre- <br />senting the bargaining unit on the committee. The employer shall be entitled to cast one vote, no <br />matter the number of representatives of management or non -union employees serving on the <br />committee. <br />IN <br />
