decision or at any pre -arbitration step of the procedure, shall be final, conclusive and binding upon <br />the City, the OPBA and the employees. <br />10.08 The grievance committee shall consist of bargaining unit member(s) designated by the <br />OPBA. <br />10.09 A labor/management committee consisting of the Director of Human Resources, or his <br />designated representative, the Lakewood Chief of Police, or his designated representative, and <br />representatives of the Corrections Officers shall meet at least once every three (3) months for the <br />purpose of discussing and attempting to resolve any mutual work -related problems. <br />ARTICLE 11 <br />PROBATIONARY PERIOD <br />11.01 New full-time employees shall be considered to be on probation for a period of one year <br />and during such probationary period, the City shall have sole discretion to discipline or discharge <br />such employees, and such actions during this period shall not be reviewed through the grievance <br />procedure. <br />11.02 If an employee is discharged or quits while on probation and is later rehired, they shall be <br />considered a new employee and subject to provisions of Section 11.01 of this Article. <br />ARTICLE 12 <br />SENIORITY <br />12.01 Corrections Officers, for the purpose of layoff, seniority shall be their continuous service <br />with the City. <br />12.02 Corrections Officers shall have no seniority during the probationary period, but upon <br />completion of the probationary period will receive seniority retroactively to the date of hire. The <br />City shall provide the Union with a copy of the seniority list, updated annually. The list shall <br />contain, in order of seniority, the name and date of hire of each employee. Seniority shall be broken <br />when an employee: <br />A. Quits or resigns. <br />B. Is discharged for just and proper cause. <br />C. Is laid off for a period of more than twenty-four (24) consecutive months. <br />D. Fails to report to work when recalled from layoff within ten (10) working days from the <br />date on which the City sends the employee notice by registered mail to the employee's last <br />known address as shown on the City's records. <br />7 <br />
