Baker, Bullock, Litten, Marx, RESOLUTION NO.2022-54 BY: Rader, S ha cline r A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two-thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, approving the Cuyahoga County All -Hazards Mitigation Plan. WHEREAS, the City of Lakewood is vulnerable to natural and human -made hazards which may result in loss of life and property, economic hardship, and threats to public health and safety, and WHEREAS, Section 322 of the Federal Disaster Mitigation Act of 2000 ("DMA 2000") requires state and local governments to develop and submit for approval to the President of the United States a mitigation plan that outlines processes for identifying respective natural hazards, risks, and vulnerabilities ("All -Hazards Mitigation Plan"), and WHEREAS, the City of Lakewood acknowledges the requirement of Section 322 of DMA 2000 to have an approved All -Hazards Mitigation Plan as a prerequisite to receiving post -disaster grants under DMA 2000, and WHEREAS, the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan has been developed by the Cuyahoga County Office of Emergency Management in cooperation with other county departments as well as officials and citizens of the City of Lakewood, and WHEREAS, a public involvement_ process consistent with the requirements of DMA 2000 was conducted to develop the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan, and WHEREAS, the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan recommends mitigation activities that will reduce loss of life and property from both natural and man-made hazards; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this. resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OH:
