Baker, Bullock, Litten, Marx, <br />RESOLUTION NO.2022-54 BY: Rader, S ha cline r <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two-thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, approving the Cuyahoga County All -Hazards Mitigation Plan. <br />WHEREAS, the City of Lakewood is vulnerable to natural and human -made hazards which may <br />result in loss of life and property, economic hardship, and threats to public health and safety, and <br />WHEREAS, Section 322 of the Federal Disaster Mitigation Act of 2000 ("DMA 2000") requires <br />state and local governments to develop and submit for approval to the President of the United <br />States a mitigation plan that outlines processes for identifying respective natural hazards, risks, <br />and vulnerabilities ("All -Hazards Mitigation Plan"), and <br />WHEREAS, the City of Lakewood acknowledges the requirement of Section 322 of DMA 2000 <br />to have an approved All -Hazards Mitigation Plan as a prerequisite to receiving post -disaster grants <br />under DMA 2000, and <br />WHEREAS, the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan has been developed <br />by the Cuyahoga County Office of Emergency Management in cooperation with other county <br />departments as well as officials and citizens of the City of Lakewood, and <br />WHEREAS, a public involvement_ process consistent with the requirements of DMA 2000 was <br />conducted to develop the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan, and <br />WHEREAS, the Cuyahoga County 2022-2027 All -Hazards Mitigation Plan recommends <br />mitigation activities that will reduce loss of life and property from both natural and man-made <br />hazards; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this. <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OH: <br />
