Councilmember Bullock expressed a desire to see the Curtis Block building featured as part of
the development and asked various questions regarding amenity space and townhome builds.
Director Leininger stated that the 5 store front look will be the same, with the inside ultimately
being determined by the users of the building. In regard to the townhomes, they may be taken out
of the project as there is now a need to make up density in the project and their revenues
ultimately do not keep up with their costs.
Director Leininger then spoke about the modern architecture throughout the project, with much
of its character coming from the Bailey Building. Elements of other historic buildings in the
community are set to be incorporated into the project. Ultimately the project is looking to blend
historic and modern to fit with the rest of downtown.
Vice President Kepple asked a variety of questions regarding how the community space connects
with the Curtis Block and the timeline of the development agreement. Director Leininger stated
that the city needs to advance conversations on the incentive side with the Lakewood School
Board. He stated his preference to get the agreement in front of Council in January to be
presented with the planned development. Another round of Planning Commission and ABR
meetings would follow that to figure out how programming fits in the context of the space. Vice
President Kepple stated that the space should be built around the programming.
The committee further discussed the timeline of the project, with Director Leininger sharing his
hope that the approval process would finish in the 1st quarter of 2023. He emphasized that
Roundstone needs to have their building come out of the ground soon. Mr. Leininger indicated
that the city has had productive conversations with the school board and that they are requesting
a resolution of support from the board to be produced at its November 21"meeting.
RESOLUTION 2022-49 -A RESOLUTION to take effect immediately provided it receives
the affirmative vote of at least two thirds of the members of Council, or otherwise to take
effect and be in force after the earliest period allowed by law, appointing
to the Board of Building Standards/Architectural Board of Review
for the five-year term beginning January 1, 2023 and ending December 31, 2027. (Referred
to COW 11/7/22)
RESOLUTION 2022-51 -A RESOLUTION to take effect immediately provided it receives
the affirmative vote of at least two thirds of the members of Council, or otherwise to take
effect and be in force after the earliest period allowed by law, making appointments to the
Tree Advisory & Education Board. (Referred to COW 11/7/22)
Councilmembers encouraged members of the public to apply for vacancies on the city's various
boards and commissions.
The meeting was adjourned without objection at 7:39 p.m.
