He added that certain routine <br /> procedures are now legally questionable, leaving painful and deathly consequences for women. <br /> He stated that the intent of the ordinance is to be good stewards of Lakewood's limited <br /> resources, and that it does not overturn state code. He continued to say that the ordinance is not a <br /> statute about abortion, and that it is focused on finances and how to prioritize police <br /> investigations. <br /> Chair Shachner then highlighted the differences between the last two substitute versions of <br /> Ordinance 20-2022. There were some grammatical changes, change to the name of the statute, <br /> and clarified recitals that indicate the intent of the statute. It was noted that Lakewood's crime <br /> rate has been relatively flat and that there is a need to prioritize Lakewood's investigations to <br /> ensure prosperity and efficient operation in the Division of Police. Section A enumerates 6 <br /> different criteria that shall not be examined unless all other felony and misdemeanor cases are <br /> closed, essentially deprioritizing investigating abortion/reproductive healthcare. <br /> Chair Shachner noted that 100% of the 22 eComments made were in support of Ordinance 20- <br /> 2022. He then reviewed and addressed concerns raised about Section Al, Section 6, and various <br /> other sections and subsections throughout the legislation. <br /> The committee then discussed the sequence of events and proper parliamentary order by which <br /> to make amendments, substitutions, etc. with input from Clerk Bach and Councilmember <br /> Bullock. <br /> Motion by Chair Shachner, seconded by Councilmember Bullock to recommend Ordinance 20- <br /> 2022 for adoption by the full Council. <br /> Motion by Chair Shachner, seconded by Councilmember Bullock to substitute Ordinance 20- <br /> 2022. <br /> Discussion <br /> Chair Shachner then offered a friendly amendment, which was seconded by Councilmember <br /> Bullock, to section A6 to replace the word"delivered"with "served," so as to provide a more <br /> legally accurate term.
