Chair Shachner stated that the public records portion of the legislation can be amended. He <br /> added his belief that Council can codify city policy and that more research is necessary for how <br /> officers could be charged under the dereliction of duty state code. He anticipated another Finance <br /> Committee hearing for further discussion. He concluded by stating his reticence to give up <br /> statutory power of an ordinance in favor of a resolution. <br /> Chair Shachner opened public comment on Ordinance 20-2022, provided an overview of the <br /> rules, and enforced a 1-minute time limit per speaker. <br /> Public Comment <br /> Cindy Strebig Ms. Strebig thanked Council and the administration for their pro-choice views <br /> and expressed optimism that new revisions to the legislation will make privacy a priority for <br /> women in Lakewood. <br /> Julia Toke—1682 Park-wood Ms. Toke expressed support for the ordinance, as it invests <br /> resources into the right places, and not women's pregnancies. <br /> Brittancy Leckenridege Ms. Leckenridge thanked Council for bringing the legislation forward <br /> and expressed support for it, adding that forced birth is a human rights violation and violation of <br /> privacy. <br /> Becky Machovec 2093 Mars Ms. Machovec voiced strong support for the ordinance and <br /> stated that the heartbeat bill is a violation of constitutional and human rights. <br /> Rob Gibbs 3621 Warren Rd., Cleveland, OHMr. Gibbs quoted several Bible verses and <br /> stated there will be accountability for Council circumventing and twisting the law. <br /> Genine Gergill Ms. Gergill stated that the ordinance helped ensure a judicious use of tax <br /> dollars and spoke about the unintended consequences of the overturning ofRoe v. Wade. <br /> Brittany O'Connor 2173 Mars Ms. O'Connor voiced support for the ordinance and <br /> described Chiefs Kaucheck's comments about potential investigations as chilling. <br /> Jenny Lazanich Ms. Lazanich shared past personal circumstances and expressed disbelief that <br /> she could have been investigated for them under current law. She encouraged Council to vote <br /> yes on the ordinance. <br /> Nathan Lazanich—1617 Robinwood Mr. Lazanich talked about the drastic underfunding of the <br /> foster child network and encouraged Council to keep moving forward on the ordinance. <br /> Kathleen Tyrell Ms. Tyrell spoke against the state heartbeat bill and likened it to modern day <br /> McCarthyism and the Red Scare. <br /> 6 <br />
