Substitute Ordinance 33-2022 recommended for <br /> adoption. <br /> ORDINANCE 34-2022 -AN ORDINANCE enacting new Subsection 1161.03(AA) <br /> of the Lakewood Codified Ordinances to include and distinguish medical and <br /> cosmetic tattooing as a conditional use in commercial zones. (1st read& referred to <br /> PC& HPD 10/3/22; 2"d reading 10/17/22) <br /> Assistant Director Milius explained that this proposed change will define microblading and <br /> medical tattooing and make it so that these businesses, or businesses that offer these services are <br /> not subject to the same regulations as tattoo parlors. She explained that the existing Code <br /> contains regulations that prevent tattoo parlors from operating within a certain distance of one <br /> another, parks, and schools to ensure that Lakewood would not be overwhelmed with tattoo <br /> establishments. The proposed change would exempt medical tattoo establishments and <br /> microblading establishments from these buffers. Medical tattoo establishments and microblading <br /> establishments would still be a conditional use. <br /> Councilmember Bullock noted that the cosmetic industry is a large part of Lakewood's economy <br /> and expressed his support for it. <br /> Motion by Councilmember Kepple, seconded by Councilmember Bullock to recommend <br /> Ordinance 34-2022 for adoption. <br /> All members voted in favor. (Referred to HPD 10/18/21) <br /> The committee discussed a path forward on this topic including meeting before the end of the <br /> year to discuss changes to the accessory dwelling unit Code in order to offer more flexibility in <br /> housing. <br /> Councilmember Rader advocated for revisiting the Home Heritage program as a path for making <br /> home improvements more affordable for homeowners. <br /> 3 <br />
