He explained efforts his department has undertaken to increase diversity and exposure to the fire <br /> service, by visiting at Lakewood High School and the Westshore Technical District. <br /> President Litten asked for a breakdown of medical runs to the Lakewood Family Health Center <br /> compared to other facilities in the region. Chief Dunphy stated he would provide Mr. Litten with <br /> a breakdown and highlighted the importance of taking patients to the most appropriate facility <br /> based on their condition. <br /> Vice President Kepple asked about increases in the capital budget regarding fire equipment from <br /> 2022 to 2023. Chief Dunphy explained that$400,000 was being spent for a complete set of turnout <br /> gear for the department, as they are on a time-sensitive replacement cycle. It was noted that a new <br /> fire engine for Station 43 and a new ambulance are slated for arrival in 2024. <br /> CDBG Allocations <br /> Director Leininger described the department's staff transitions including the following: <br /> • Promotion of David Baas to Assistant Planning Director <br /> • Fill the vacant part-time City Planner position with a full-time employee <br /> • Replace part-time intern position with a full-time project specialist that will split their <br /> work between the planning and community development divisions. <br /> Director Leininger briefly presented on the Department's 2022 major projects and initiatives, <br /> broken down into the categories of planning, zoning, capital improvement and others. <br /> Director Leininger discussed how the Planning Department represents the city on a number of <br /> internal and external boards and commissions, one of which is the Citizens Advisory Committee <br /> (CAC), led by Development Officer Dan Wyman. <br /> Development Officer Wyman introduced CAC Co-Chairs Aidan Lawrence and Katherine <br /> McCormick. He explained the purpose of the CAC and how the committee accomplished its <br /> work, through a series of public hearings and deliberations, to decide how ESG and CDBG funds <br /> ought to be appropriated. Those recommendations have been submitted to Council as part of <br /> Resolution 2022-55. He explained that the recommendations are based on estimated totals of <br /> funds the City is set to receive from the federal government. These totals have remained <br /> relatively stable over recent years. <br /> Ms. McCormick addressed Council about her experience on the CAC. She remarked that the CAC <br /> was an eye-opening experience for her to learn about city operations and community services. She <br /> reported that the CAC agreed with the recommendations of the administration and that there was <br /> not a lot of debate about the appropriations. <br /> Mr. Lawrence reported on his experience as a member of the CAC. Noting that some members <br /> were reluctant to stray from the administration's recommendations or prior year funding, he <br /> suggested that that information be hidden, so as to reduce its influence on current decision <br /> making. In response to questions, Mr. Lawrence noted that the city departments were persuasive <br /> in their presentations. However, he noted that the Committee debated the merits of awarding <br /> funds to city projects verses outside organizations. <br /> 6 <br />
