ESG funds. (pg. 75) <br /> Motion by President Litten, seconded by Vice President Kepple to refer Resolution 2022-55 to <br /> the Finance Committee. <br /> Discussion: Councilmember Bullock expressed that he would like to understand the rationale <br /> behind the Committee's decisions on expenditures and wants to know what change in budgeting <br /> would be involved. President Litten confirmed with Director Leininger that funds can carry over <br /> from year to year. <br /> On the motion: All in favor. Motion passed. Resolution 2022-55 was referred to the Finance <br /> Committee. <br /> 26. Communication from Director Leininger regarding Cuyahoga County Emergency Rent <br /> Assistance Program (ERA-1) Funds. (pg.78) <br /> Discussion: Vice President Kepple confirmed with Director Leininger that this program ends at <br /> the federal level on December 31 S'. All funds from the program must be expended by then. <br /> Councilmember Bullock clarified with Director Leininger that there are plans in place to ensure <br /> all funds are used. <br /> Motion by President Litten, seconded by Vice president Kepple to receive and file written <br /> communication. All in favor. Motion passed. <br /> 27. Communication from Director Leininger& Development Officer Wyman regarding an <br /> Amendment to Resolution 2022-35 Lakewood Community Services Center ERA-1 <br /> Emergency Rent Assistance Program. (pg. 79) <br /> Discussion: President Litten asked Development Officer Wyman to explain the challenge of the <br /> one-time funds that must be used by the end of the year. He also asked about the people that will <br /> have a challenge next month even if they have a debt this month. <br /> Development Officer Wyman explained the differences of the ERA program versus the CARES <br /> act and ARPA funds. He mentioned that a person can pay up to 12 months back but can also pay <br /> 3 months forward. This provides help for residents to stay ahead and catch up on their rent. <br /> President Litten confirmed with Director Leininger that Resolution 2022-35A must be passed <br /> this evening to have expedient usage of the funds. <br /> Councilmember Bullock asked about the average number of months a client would be helped <br /> with these funds. Development Officer Wyman explained that the assistance through the funds <br /> 11 <br />
