Each steward shall have an alternate who shall act in the absence of the steward. The City will <br />recognize the following stewards: <br />One Chief Steward <br />One Steward <br />Fleet Management <br />One Steward <br />Parks and Public Property/Division of Aging/ Custodian <br />One Steward <br />Refuse and Recycling <br />One Steward <br />Streets and Forestry/ Parking Enforcement <br />One Steward <br />Wastewater Treatment Plant <br />One Steward <br />Water and Wastewater <br />8.02 A steward must work in the division and on the shift which the steward represents and shall <br />not function as a Union representative elsewhere or on any other shift, except the shifts in the <br />Wastewater Treatment Plant. <br />8.03 No Union meetings or other Union activities shall take place during working hours without <br />prior approval of the division head or the Director of Public Works. However, a steward may process <br />or discuss a grievance with an employee and/or their supervisor during the final one-half (1/2) hour <br />of the shift. <br />8.04 To the extent practicable, local Union officials and stewards shall remain in their divisions <br />and on their respective shifts during their term of office, and any scheduled divisional or shift <br />transfers will first be discussed with the Union provided that: <br />A. This section shall not restrict in any way the right of the City to discharge or suspend <br />those employees forjust and proper cause. <br />B. This section shall not be construed to give those employees greater seniority for <br />purposes of promotion, layoff, or recall except as provided in Section 8.07. <br />8.05 A steward having an individual grievance in connection with their own work may ask for the <br />Chief Steward to assist in adjusting the grievance with their supervisor. <br />8.06 The Local Union President or designee shall be allowed to carry out the functions of their <br />office not more than eight (8) hours per week, provided that such officer gives at least twenty-four <br />(24) hours' notice of use of such time to their supervisor or to the supervisor's office unless <br />emergency situations arise which demand immediate attention. <br />8.07 When there is a reduction in force, the Local Union officers, the Chief Steward and Division <br />Stewards shall be retained at work regardless of their seniority. If theirjobs are not operating, they <br />will be placed on other jobs that are operating in their respective work areas, provided they are <br />qualified to perform the available work. <br />8.08 The City shall provide the Union President with a copy of any new policy letters or work <br />rules effecting bargaining unit members or notify the Union President of such at least twenty-four <br />(24) hours before the notice is given to the membership. <br />
