MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> NOVEMBER 7, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Rader, Bullock& Baker <br /> Also Present: Councilmember Marx, Engineer Papke, Mayor George, Law Director Vargo, <br /> Director Leininger, Public Works and Building & Housing staff, Clerk Bach, Deputy Clerk <br /> Lascu taking minutes <br /> Approval of the minutes of the October 17, 2022 meeting of the Public Works & <br /> Sustainability Committee. <br /> Motion by Chair Rader, seconded by Councilmember Baker to approve the minutes from the <br /> committee's last meeting. All in favor. Motion passed. <br /> RESOLUTION 2022-43 -A RESOLUTION to take effect immediately providing it receives <br /> the affirmative vote of at least two thirds of the members of the Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, authorizing the City <br /> Engineer to file Land and Water Conservation Fund Grant Application with the Ohio <br /> Department of Natural Resources (ODNR) for Lakewood Skate Park Phase II project and <br /> to authorize matching funds to satisfy the requirements of the grant. (Referred to PWS <br /> 10/17/22) <br /> Chair Rader gave an overview of Resolution 2022-43. He explained that Resolution 2022-43 <br /> allows for the filing of ODNR's Grant Application. <br /> Director Papke described the grant included in Resolution 2022-43. He mentioned that Phase II <br /> of the Lakewood Skate Park project fits well with ODNR's grant requirements. There has been <br /> great public support since 2018 to continue this project. The Committee must submit the grant <br /> application by the end of week to receive funding. The plan after receiving the grant from ODNR <br /> is to issue a design build contract and have public engagement as a part of the build process. The <br /> design build approach allows for professionals in the industry to work on the project while <br /> saving time and effort. Once the project has been designed, the Committee can hire contractors. <br /> Chair Rader asked about the requirements of ODNR's application and clarified that the funds <br /> must be approved by Council before applying for the grant. <br /> Director Papke confirmed that the funds must be approved that evening. He detailed that in 2018, <br /> a cost estimate was done. Based on the current economic situation, he is comfortable requesting <br /> $500,000 for the project. The grant match from ODNR would be 50%, granting the <br /> Administration $250,000 for the project. <br /> Chair Rader asked how committed they are to the design plan and questioned how the plan will <br /> change throughout the process. <br /> 1 <br />
