Communication from Mayor George regarding a mayoral appointment to the Anti-Racism Task Force. (pg. 63) Motion by President Litten, seconded by Vice President Kepple to receive and file the communication. All in favor. Motion passed. 14. Communication from Director Vargo regarding 17860 Lake Avenue Submerged Lands Lease. (pg. 64) Motion by President Litten, seconded by Vice President Kepple to receive and file the communication. Discussion: Council determined that the following resolution, Resolution 2023-02, could be discussed on the floor without a committee referral. Director Vargo and Engineer Papke explained the mechanics of the submerged land lease, noting that the city does not have any outfalls nearby or any projects planned in the area that would conflict with the property owner's request. Councilmembers asked various questions regarding the site, the project, and shoreline special improvement district. It was noted that the resident there is looking to install a stone revetment system, walls, and providing access to the lake from their property. On the motion: All in favor. Motion passed. The communication was received and filed. 15. RESOLUTION 2023-02 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, approving the use of submerged lands for property located at 17860 Lake Road, Lakewood, Ohio PPN 311-04- 003 (a legal description of which is attached hereto as Exhibit"A"), in order to permit the owners the opportunity to construct the proposed shore structure. (pg. 65) Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-02. All in favor. Motion passed.
