Chair Kepple questioned the hours of operation to ensure that the most amount of people will <br /> benefit from this Bistro. <br /> Ms. Quilty described their 8 AM—2 PM plan but explained that they are very versatile if there are <br /> special events after hours or on weekends. <br /> Chair Kepple asked if the contract will include the use of a different caterer if different groups <br /> renting out the space would like. <br /> Director Berry expressed the importance of using a caterer that is fully trained in the facility to <br /> maintain the building to the highest standard. He suggested that HELP Foundation be offered as <br /> the preferred caterer for special events. <br /> Councilmembers, Berry, and Quilty all agreed that the Bistro should be a welcoming environment <br /> for all people in the community. This includes allowing people from different cultures and interests <br /> to enjoy a community setting that has boardgames and other activities for everyone to participate <br /> in. <br /> Councilmember Rader clarified the renewal of rent after the first year of operation. He questioned <br /> if the agreement would remain rent free or not. <br /> Director Berry explained that there is no current intention to charge rent. He remarked that the <br /> Bistro is a shared venture between the City and HELP. Fundraising may be reevaluated in the <br /> future to subsidize costs. <br /> Councilmember Bullock expressed his support of the mission and recognized the great work being <br /> done. He questioned whether additional hours would benefit the city and the Bistro customers. <br /> Director Berry explained that the Bistro will be open between 8:00 a.m. and 2:00 p.m., which are <br /> the building's busiest hours. He reiterates that The HELP Foundation has been very flexible and <br /> willing to make changes as needed. <br /> Through discussion, it became clear that the lease agreement ought to be amended to clarify that <br /> an outside caterer and the city have permission to use the Bistro space.
