MINUTES OF COMMITTEE OF THE WHOLE <br /> JANUARY 17, 2023 <br /> AUDITORIUM <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Also Present: Planning Director Leininger, Assistant Planning Director David Baas, Mayor <br /> George, Law Director Ernie Vargo <br /> Call to Order: 6:36 p.m. <br /> Approval of the minutes of the January 9, 2023 Committee of the Whole. <br /> A motion was made and seconded to approve the minutes of the January 9, 2023 Committee of <br /> the Whole meeting. All members voted in favor. Motion passed. Minutes approved. <br /> Update from the Planning Department regarding the proposed downtown <br /> development <br /> Director Leininger provided Council with an update regarding the progress of the downtown <br /> development as it has moved through multiple iterations in Architectural Board of Review & <br /> Planning Commission. <br /> Most recently, at the December 13'h meeting of ABR, the Board referred the most updated <br /> version of the plans back to the Planning Commission. This referral signals that the current plans <br /> are on track for final approval. Director Leininger directed Council to the 9 conditions placed on <br /> the referral and the city website for all current updates. <br /> Director Leininger reminded Council that during his last update, the site had reduced the number <br /> of residential units by 20 due to changes at the Curtis Block. He said that the site is now down <br /> seven units. The final number of units may change again. He stated that discussions regarding <br /> the Curtis Block are ongoing and final decisions will be included into the final design plan. He <br /> explained to Council that work will be happening behind the scenes in January, but that there <br /> will be no public meetings on the project until February. <br /> Director Leininger provided a visual presentation, showing the impact of the building design on <br /> the neighborhood and streetscape. He called out recent changes that were made at the suggestion <br /> of ABR and Planning Commission. <br /> In response to a question, Director Leininger confirmed that surveyors were recently on site <br /> taking measurements. <br /> In response to a question, Director Leininger stated that the development agreement and <br /> development plan are progressing but that the timeline for Council deliberation is still unknown. <br /> 1 <br />
