electronic vehicle charging (EV) stations, parking meters, electric scooters, and
public space acquired or used to facilitate alternative forms of transportation. (1st
read and referred to Finance 12/19/22;2"d reading 01/03/23)
Director Rancatore explained that the ordinance will allow for placing revenue from EV
charging and scooters into the Parking Meter Fund. Traditionally, the fund had been used strictly
for parking-related revenue. He explained that this approach will improve the ease of tracking
these revenues.
The committee and Director Rancatore acknowledged that the ordinance repeals sections c, d,
and e of 129.16. Everyone agreed that these sections and requirements were no longer relevant or
needed.
It was discussed that revenues from the Parking Meter Fund could potentially go toward bike
racks.
In response to a question, Director Rancatore referred Council to the December financial reports
for a complete update on the status of the Parking Meter Fund. He stated that in 2022, the city
received $16,000 in revenue from EV charging and $1,000 in revenue from electric scooters. He
emphasized the importance of grouping these transportation-related revenues in one fund.
The committee discussed the status of the open positions in parking enforcement and the role of
parking meters in helping alleviate parking problems.
Through discussion, the following points were clarified:
• Revenues from parking meters go into the Parking Meter Fund.
• Revenues from citations go into the General Fund.
• Salaries for parking enforcement officers are paid out of the Parking Meter Fund.
The committee and the administration discussed the possibility of replacing the term "electric
scooters"with "electric mobility devices." Director Leininger remarked that electric bikes are
not happening in the near future in Lakewood.
Through discussion, it was established that Ord. 49-2022 will help the administration to track
funds in order to replace EV charging infrastructure when necessary. Director Rancatore
emphasized the administration's commitment to EV charging and stated that financing for the
program is planned out for the next several years.
Motion by Councilmember Shachner to amend the first sentence of 129.16 (b) as follows:
...ftftd electric scooters-, and alternative forms of transportation.
Motion seconded by Councilmember Bullock.
Motion by Councilmember Baker to strike the previous amendment and amend the first sentence
of 129.16 (b) as follows:
3
