Report from Finance Committee meeting held January 23, 2023. (to be provided) <br /> Councilmember Shachner delivered the following oral report: <br /> January 23rd 1 2023, we had two items on the agenda. First, we went over the proposed finances <br /> that are going to occur this year. We are going to be releasing various purpose notes, series <br /> 2023 for an estimated amount of$37,695,000 using a general obligation security based on the <br /> triennial property values updated in 2022. This note includes about 16 million in new money and <br /> 21 million in retiring former debt that we have. Financing is going to be used for improvements <br /> such as City facility repairs,park improvements, and sidewalk improvements. Items four through <br /> eight on the agenda all were voted out of committee favorably for passage today. We also <br /> discussed Ordinance 49-2022, which amended the parking meter fund of section 129.16. This <br /> talks about new revenue and expenses associated with electronic vehicle stations,parking <br /> meters, electric scooters, and public spaces required to use alternative forms of transportation. <br /> There was a discussion had with the Planning Department. We did make one amendment that is <br /> incorporated in the version that is in Granicus on the agenda today to clam what type of uses <br /> the money in the parking fund can be used for and the type of vehicles. That was approved out of <br /> committee for passage today. <br /> Motion by Councilmember Shachner, seconded by Acting President Kepple to receive and file <br /> communication. All in favor. Motion passed. <br /> 3. ORDINANCE 49-2022 - AN ORDINANCE to take effect immediately upon affirmative <br /> vote of at least two thirds of the members of Council, or otherwise to take effect and be in <br /> force at the earliest period allowed by law, further delineating the acceptable uses and <br /> purposes of the Parking Meter Fund, Section 129.16 of the Codified Ordinances, to <br /> include new revenue and expenses associated with electronic vehicle charging (EV) <br /> stations,parking meters, electric scooters, and public space acquired or ii used to <br /> facilitate alternative forms of transportation.
