Motion by Acting President Kepple, seconded by Councilmember Shachner to receive and file report. All in favor. Motion passed. 2. Report from Finance Committee meeting held January 23, 2023. (to be provided) Councilmember Shachner delivered the following oral report: January 23rd 1 2023, we had two items on the agenda. First, we went over the proposed finances that are going to occur this year. We are going to be releasing various purpose notes, series 2023 for an estimated amount of$37,695,000 using a general obligation security based on the triennial property values updated in 2022. This note includes about 16 million in new money and 21 million in retiring former debt that we have. Financing is going to be used for improvements such as City facility repairs,park improvements, and sidewalk improvements. Items four through eight on the agenda all were voted out of committee favorably for passage today. We also discussed Ordinance 49-2022, which amended the parking meter fund of section 129.16. This talks about new revenue and expenses associated with electronic vehicle stations,parking meters, electric scooters, and public spaces required to use alternative forms of transportation. There was a discussion had with the Planning Department. We did make one amendment that is incorporated in the version that is in Granicus on the agenda today to clam what type of uses the money in the parking fund can be used for and the type of vehicles. That was approved out of committee for passage today. Motion by Councilmember Shachner, seconded by Acting President Kepple to receive and file communication. All in favor. Motion passed. 3. ORDINANCE 49-2022 - AN ORDINANCE to take effect immediately upon affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, further delineating the acceptable uses and purposes of the Parking Meter Fund, Section 129.16 of the Codified Ordinances, to include new revenue and expenses associated with electronic vehicle charging (EV) stations,parking meters, electric scooters, and public space acquired or ii used to facilitate alternative forms of transportation. A role call was taken as follows: Yeas - Baker, Bullock, Kepple, Marx, Rader, Shachner Nays - None Ordinance 49-2022 was substituted. 2
