Substituted Ordinance 01-2023 was adopted. <br /> ****NEW BUSINESS*** <br /> 6. Communication from President Litten & Vice President Kepple regarding ARPA <br /> Application. (pg. 14) <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to receive and file <br /> communication. <br /> Discussion: In response to a question, Acting President Kepple clarified that outside <br /> organizations are welcome to apply for ARPA funds without the sponsorship of a member of <br /> Council, though she encouraged those organizations to contact councilmembers. <br /> Several councilmembers applauded the clear and structured process but expressed concerns <br /> about the fast-approaching deadline of March 1st <br /> Acting President Kepple clarified that the March I" deadline is intended for applications to be <br /> discussed at the March 6th Committee of the Whole. Should all funds not be allocated on March <br /> 6'h, she anticipated a second round of decision-making on additional proposals. <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to amend initial <br /> motion. <br /> Motion by Acting President Kepple, seconded by Councilmember Bullock to refer <br /> communication to Committee of the Whole.
