Please Substitute for Original <br />1st read and referred to Finance <br />2/6/23; 2nd reading 2/21/23 <br />RESOLUTION NO. 2023-08 BY: Baker, Bullock, Kepple, Litten, <br />Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, permitting the Mayor, Director of Public Works, Finance Director <br />and Purchasing Manager to purchase certain vehicles and equipment without advertising and <br />competitive bidding or specific approval of Council as required by Lakewood Codified <br />Ordinance § 111.04. <br />WHEREAS, the 2023 budget adopted by Council December 27, 2022 authorized the <br />purchase of certain vehicles and equipment; and <br />WHEREAS, Lakewood is experiencing local supply chain challenges when trying to <br />purchase within the confines of LCO § 111.04; and <br />WHEREAS, last year, in an effort to combat the supply chain issues and to ensure <br />adequate future vehicle availability, Council authorized ordering vehicles for delivery in 2024; <br />and <br />WHEREAS, Lakewood has been left with a supply gap in 2023 and is experiencing <br />difficulty in locating and purchasing vehicles and equipment within the confines of LCO <br />§ 111.04; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter 'of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments in that this purchasing authority is <br />necessary to obtain vehicles and equipment necessary to provide services in 2023; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section I..
