Referred to HHS 2/21/23 <br />Baker, Bullock, Kepple, L,itten, <br />RESOLUTION NO.2023-09 BY: Marx,, Rader, Shachner. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, <br />establishing the Community Health Needs Standing Committee to support the development and <br />implementation of actions related to identified health needs as well as the consideration of future <br />opportunities for community partnerships, programming, and other initiatives to build and sustain <br />a culture of health action in Lakewood. <br />WHEREAS, the 2015 Active Living Task Force and the 2019 Live Well Lakewood <br />Working Group identified the importance of formalizing cross -sector collaboration among <br />community stakeholders to address the social determinants of health and wellness. <br />WHEREAS, in response to the 2019 Live Well Lakewood Working Group <br />recommendations, the City completed a comprehensive Community Health Needs Assessment <br />(CHNA) and supporting Action Plan for 2021 through 2022; and <br />WHEREAS, the 2022 CHNA Action Plan recommended the creation of a permanent inter- <br />agency committee to implement action items to promote health and wellness throughout the City; <br />and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments in that the City wishes to establish a committee <br />immediately for the purposes stated above; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Community Health Needs Standing Committee ("the Committee") is hereby <br />created to support the development and implementation of actions related to identified health needs <br />as well as the consideration of future opportunities for community partnerships, programming, and <br />other initiatives to build and sustain a culture of health action in Lakewood. <br />a) The duties of the Committee shall be: <br />1) To advise and recommend actions to Council, the Mayor, and other public and private <br />entities related to health needs within the City; <br />2) To promote the general improvement of partnerships, programs, and other initiatives <br />related to health needs within the City; and <br />3) To encourage education and investment in health needs and to identify opportunities <br />for action; <br />
