Motion by Vice President Kepple, seconded by President Litten to receive and file communication. All in favor. Motion passed. 5. RESOLUTION 2023-09 - A RESOLUTION to take effect immediately provided it receives the vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, establishing the Community Health Needs Standing Committee to support the development and implementation of actions related to identified health needs as well as the consideration of future opportunities for community partnerships,programming, and other initiatives to build and sustain a culture of health action in Lakewood. ORDINANCE 03-2023 -AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the Director of Finance to enter into Equipment Leases in forms approved by the Director of Law on behalf of the City of Lakewood("City"). RESOLUTION 2023-08 -A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, permitting the Mayor, Director of Public Works, Finance Director and Purchasing Manager to purchase certain vehicles and equipment without advertising and competitive bidding or specific approval of Council as required by Lakewood Codified Ordinance §111.04.
