Councilmember Bullock expressed a desire to find a way to meet all of Cove's needs either with <br /> ARPA money or money from the General Fund. <br /> Director Gordon recommended a natural gas over a diesel generator and advised that the <br /> generator be large enough to power the entire building. <br /> Cove Solar <br /> Councilmember Rader committed to returning to the committee at the April 24Th meeting with a <br /> presentation discussing specifics, options, and pricing. <br /> Councilmember Bullock advocated for an electric battery generator as opposed to natural gas. He <br /> also spoke about the cost benefits of using solar energy and taking steps to be compatible with <br /> the Climate Action Plan. <br /> Madison Park Master Plan <br /> Assistant Director Baas explained that the City was previously awarded funds from the <br /> Cuyahoga County Planning Commission to produce a master plan. The proposal requests <br /> $100,000 to implement the short-term recommendations anticipated to result from that report. <br /> Mr. Baas acknowledged that the proposal is a placeholder since the master plan has yet to be <br /> completed. However, having the funds in place will allow the city to move quickly to implement <br /> recommendations. <br /> Councilmember Bullock referenced his previously discussed proposal to put$20,000 of ARPA <br /> funds toward the purchase of new storage and equipment at Madison Park. He agreed that if this <br /> can be accomplished, he will commit the $20,000 toward the Master Plan proposal. <br /> Lakewood Park Pickleball Courts <br /> Assistant Director Baas explained that this project will convert the north tennis court into a <br /> pickleball court at an estimated cost of$150,000. At this time the City has committed $50,000 to <br /> the project, the County is expected to commit$50,000, and an ARPA contribution of$50,000 <br /> would create an even split of funds between the city, county, and ARPA. <br /> Mr. Baas and the committee discussed the considerations that went into identifying a suitable <br /> pickleball location that would not disrupt residents with noise. <br /> Traffic Calming for Neighborhoods <br /> President Litten described the proposal as a collaboration with the Planning Department and is an <br /> attempt to expedite the city's existing traffic calming program and process. <br /> Mr. Baas explained that the funds would go toward supporting the purchase of additional radar <br /> signs and speed tables for the streets that have already been deemed eligible for speed tables. Mr. <br /> Baas remarked that speed radar signs have proven to be popular and effective. The estimated cost <br /> of each speed table is $5,200 including a seven-year data plan. In addition, they also collect <br /> speed data 24/7 with the purchase of a data plan. The committee and Mr. Baas along with Chief <br /> Coletta discussed the structure of various data plan options and if the expenses can be staggered. <br /> 2 <br />
