Faker, Bullock, Kopplo, Litter)., <br />Marxf Rader, ShacChner <br />RESOLUTION NO. 2023-12 <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, permitting the Mayor, Director of Public Works, Finance Director <br />and Purchasing Manager to substitute the purchase of a pick-up truck in lieu of one of the hybrid <br />police vehicles that were planned for in the 2023 budget. <br />WHEREAS, the 2023 budget adopted by Council December 27, 2022 authorized the <br />purchase of certain vehicles and equipment; and <br />WHEREAS, Lakewood is experiencing local supply chain challenges and was only able <br />to procure four of the five hybrid police vehicles that were planned for 2023; and <br />WHEREAS, the Division of Police has identified the need for a vehicle with additional <br />storage, such as a pick-up truck, for hauling equipment and large items; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments in that this change in vehicle purchasing <br />is necessary to purchase a suitable vehicle for delivery in 2023; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That the Mayor, Director of Public Works, Finance Director and Purchasing <br />Manager of the City of Lakewood are hereby authorized to substitute the purchase of a pick-up <br />truck in lieu of one of the hybrid police vehicles that were planned for in the 2023 budget. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this Resolution were passed in open meetingsof this Council and <br />i <br />that all deliberations of this Council and any of its committees that resulted n such actions were <br />in .meetings open to the public and in compliance with legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the preamble <br />to this ordinance, and provided it receives the affirmative vote of at least two thirds of the <br />members of Council, this resolution shall take effect and be in force immediately upon its <br />
