Faker, Bullock, Kopplo, Litter)., Marxf Rader, ShacChner RESOLUTION NO. 2023-12 A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, permitting the Mayor, Director of Public Works, Finance Director and Purchasing Manager to substitute the purchase of a pick-up truck in lieu of one of the hybrid police vehicles that were planned for in the 2023 budget. WHEREAS, the 2023 budget adopted by Council December 27, 2022 authorized the purchase of certain vehicles and equipment; and WHEREAS, Lakewood is experiencing local supply chain challenges and was only able to procure four of the five hybrid police vehicles that were planned for 2023; and WHEREAS, the Division of Police has identified the need for a vehicle with additional storage, such as a pick-up truck, for hauling equipment and large items; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments in that this change in vehicle purchasing is necessary to purchase a suitable vehicle for delivery in 2023; now, therefore BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That the Mayor, Director of Public Works, Finance Director and Purchasing Manager of the City of Lakewood are hereby authorized to substitute the purchase of a pick-up truck in lieu of one of the hybrid police vehicles that were planned for in the 2023 budget. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were passed in open meetingsof this Council and i that all deliberations of this Council and any of its committees that resulted n such actions were in .meetings open to the public and in compliance with legal requirements. Section 3. This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least two thirds of the members of Council, this resolution shall take effect and be in force immediately upon its
