Councilmember Rader expressed strong support for the proposal. He acknowledged that the expense of <br /> the program may extend beyond 2026 and expressed willingness to consider the use of General Fund <br /> dollars at that time to maintain the program. <br /> Legal Aid and the committee further discussed the project budget. Ms. Shakarian pointed out that the <br /> proposed services have the potential to save money at the County-level by reducing Health and Human <br /> Services expenditures and increasing collection of property taxes. She expressed her hope that the success <br /> of this program in Lakewood can help persuade county officials to consider funding these services. <br /> Legal Aid shared more about its work with special populations and families with school-aged children. <br /> Studio W. 117th <br /> Daniel Budish&Betsy Figgie, co-developers of Studio W. 117th described their vision and progress <br /> toward creating a walkable neighborhood for the region's LGBT community to "live, work, and play." <br /> They spoke about the economic development benefits of the development, stating that 75 jobs have <br /> already been created. They remarked on the publicity and tourism the development has already brought to <br /> the region. <br /> Mr. Budish&Ms. Figgie announced that Phase I of the development, The Fieldhouse,is complete, and <br /> described the amenities offered within that space. They described the other 7 phases of the project, which <br /> include apartments,retail,healthcare and more. <br /> Ms. Figgie disclosed that Cuyahoga County is considering using ARPA fund to invest in the project. She <br /> presented the same financial information that was shared with Cuyahoga County including a breakdown <br /> of sources of income, and uses of income in the order in which it was invested for The Fieldhouse. She <br /> noted that personal investments from the developers were put forward first. <br /> Ms. Figgie and Mr. Budish shared the financials of Phase 2 of the project,which is expected to include <br /> 120 units of affordable housing and a medical campus. They also shared the financials of phase 3 of the <br /> pro]ect which includes the Phantasy. They presented a breakdown of sources of income and the uses of <br /> income in the order in which it was invested for these portions of the pro]ect. They described the different <br /> sources of income being pursued and acknowledged that there remains a funding gap. In their pursuit of <br /> County ARPA funds, the County expressed a preference for Studio W. 117`"to demonstrate a willingness <br /> from Lakewood to invest first. Ms. Figgie explained that she and Mr. Budish have demonstrated their <br /> ability to be successful during a tough market. She provided additional specifics about the ARPA request. <br /> They explained that receiving ARPA funds for this project would allow the momentum of this project to <br /> continue uninterrupted and unlock other key funding sources. <br /> In response to a question, Mr. Budish expressed confidence in the ability of the project to succeed and <br /> explained why. <br /> Through discussion with the committee and the developers it was established that there is an $8 million <br /> gap between Phases 2 and 3 of the project and that Cuyahoga County has invited the developers to apply <br /> for$8 million, after Lakewood demonstrates an investment. The estimated project completion is 2025 and <br /> 2026. It may or may not be completed in phases. <br /> In response to questions from the committee, Mr. Budish and Ms. Figgie provided additional details about <br /> the proposed parking garage and affordable housing. They explained that additional grants and funding <br /> 6 <br />
