MINUTES OF THE RULES & ORDINANCES COMMITTEE <br /> April 4, 2022 <br /> City Hall Auditorium <br /> Present: Councilmembers Baker, Kepple, Rader <br /> Also Present: Councilmember Shachner, Mayor George, Director Corrigan, Assistant Law <br /> Director Swallow, Kevin Butler of McDonald Hopkins, several members of the public, & Clerk <br /> Bach <br /> Start time: 6:00 p.m. <br /> AGENDA <br /> Approval of the minutes of the May 11, 2020 meeting of the Rules & Ordinances <br /> Committee <br /> Motion by Chairman Baker, seconded by Councilmember Rader to approve the minutes from the <br /> Committee's last meeting on May 11, 2020. All in favor. Motion passed. The minutes were <br /> approved. <br /> RESOLUTION 2022-10 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law approving a petition for the creation of a <br /> shoreline special improvement district and for the levy of special assessments for shoreline <br /> improvement projects. (Referred to R&O 3/21/22) <br /> Chairman Baker provided a brief overview of the legislation, which would establish a special <br /> improvement district for the levy of special assessments for shoreline improvements. <br /> Director Corrigan led a presentation from the administration on the Lakewood Shoreline <br /> Improvement District(SID), which was made possible by state legislation passed in 2019 that <br /> enables residents with shoreline property to improve their property to abate erosion and establish <br /> erosion control measures along the waterfront. He noted former Law Director Kevin Butler is <br /> representing the homeowners interested in establishing this district. Mr. Corrigan noted that the <br /> district serves as an alternative to assisting the property owners for financing the needed capital <br /> proj ects. <br /> Director Corrigan noted that the SID can provide economies of scale and make improvements <br /> cost effective for residents. It allows engineering, construction management, and legal costs <br /> associated with erosion control to be placed on a tax duplicate and be payable over 10-30 years. <br /> The financing typically needs to be uniform for the entire SID. Banks typically finance these <br /> types of loans for shoreline projects for 20 years. The loans are payable annually, similar to one's <br /> property tax. <br /> 1 <br />
