Public. The meeting of the Council will be open to the public. Meetings will be documented <br />and minutes will become public record. <br />Section 2. Year -End. The year-end meeting will be held in June, which will be the last meeting Council <br />calls for the year. <br />Section 3. Special Meetings. The Chair, or any three (3) members of Council may call a special meeting <br />of the Council at a time upon at least five (5) days' notice to each member. Members who can not attend <br />will not be penalized and an RSVP is required. <br />Section 4. Procedure. <br />
