<br />MINUTES <br />OF A MEETING OF <br />LAKEWOOD CITY COUNCIL <br />AUDITORIUM <br />MAY 15, 2023 <br />7:30 P.M. <br /> <br />Regular Meeting of the Lakewood City Council called to order at 7:31 PM by President Litten <br />**** <br />Present: Kyle Baker, Thomas R. Bullock III, Sarah Kepple, John Litten, Cindy Marx, Tristan <br />Rader, Jason Shachner <br /> <br />Also Present: Mayor George, Finance Director Rancatore, Police Chief Kaucheck, Public <br />Works Director Gordon, Law Director Ernie Vargo, Fire Chief Dunphy, Human Services <br />Director Berry, Human Resources Director Dillinger, Planning Director Leininger, Assistant <br />Planning Director Baas, Clerk Bach and Council staff <br />**** <br />Motion by President Litten, seconded by Vice President Kepple to approve the minutes of the <br />April May 1, 2023 General Meeting without the necessity of a reading. All in favor. Motion <br />passed. <br /> <br />Without objection, President Litten moved agenda item 8 to the top of the agenda. <br /> <br />****OLD BUSINESS*** <br /> <br />1. Report from Committee of the Whole meeting held May 8, 2023. (pg. 1) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to receive and file communication. <br />All in favor. Motion passed. <br /> <br />2. ORDINANCE 12-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, to amend Section 144.14 <br />Original Appointment to the Division of Police, of the Codified Ordinances of the City of <br />st <br />Lakewood for the purpose of modifying the lateral hire process. (1 read & referred to <br />COW 5/1/23) (pg. 2) <br /> <br />Motion by President Litten, seconded by Vice President Kepple to substitute Ordinance 12-2023. <br /> <br />Discussion: Director Dillinger explained that the substitution regarded the changing of the <br />language on the entry-level civil service exam list from two lateral to one lateral. The new <br />language allows for more flexibility given the low number of officers that are available and the <br />high demand. The language also adjusted the percentage of lateral entry Patrol Officers hired <br />shall not exceed 40% of the hires made from the Civil Service entry level certified eligible list <br />Њ <br /> <br /> <br />
