He explained that the first duty and priority of the Standing Committee will be to work through
the recommendations from the Community Health Needs initiative and to advise the city and its
stakeholders on them, when appropriate.

Next, he addressed the organization of the Standing Committee. He explained that the
membership consists of seven core seats and can be expanded up to 21 seats. He noted that the
City is not necessarily obligated to lead the Committee, though it may do so at first.

Mr. Baas pointed to Section 3, which acknowledges that the committee may need to request that
the city enter into agreements. Under this section the committee may be empowered to initiate
the next community health needs assessment in 5-10 years.

Mr. Baas described Sections 4 and 5 of the resolution, which require an annual report and
provide for a method to dissolve the Committee at a future time.

Councilmember Rader expressed support for the resolution. He asked about the potential of
including a representative from Lakewood Community Services Center and similar organizations
among the core membership.

Mr. Baas replied that the first draft of the resolution originally included 21 named representatives
and that the group helping to draft the legislation decided it best to whittle the list to a more
manageable number and not obligate and commit community partners who are already over-
stretched. He explained how the committee structure is intended to be flexible and inclusionary.

All members of the committee and Councilmember Baker expressed support for the proposal to
establish the Standing Committee and for the work it is intended to accomplish.

Motion was made and seconded to recommend adoption of Resolution 2023-09 to Council. All
members voted in favor. Motion passed.

Health & Human Services Committee adjourned at 7:31 p.m.

2
