<br />MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br />May 1, 2023 <br />AUDITORIUM <br />Present: Councilmembers Rader, Bullock, Baker <br />Also: Councilmembers Marx, Shachner, Kepple,Mayor George, Law Director Vargo, Planning <br />Director Leininger,City Planner Amanda Cramer,Public Works Director Gordon, Yuill Herbert <br />of Sustainability Solutions Group (SSG) Council staff <br />Call to Order: 6:00 p.m. <br /> <br />Approval of the minutes of the March 27, 2023 meeting of the Public Works & <br />Sustainability Committee. <br />th <br />Without objection from the committee, Chairman Rader approved the minutes of the March 27 <br />meeting of the Public Works & Sustainability Committee. <br />RESOLUTION 2023-15 - A RESOLUTION adopting the City of Lakewood <br />Climate Action Plan. (Referred to PWS 03/20/23) <br />Director Leininger introduced the Climate Action Plan prepared by SSG in cooperation with the <br />City and the Climate Action Plan advisory committee. He stated that the plan lays out a roadmap <br />for achieving net zero by 2050. He acknowledged that state and national policies will have to <br />change in order tomeet all benchmarks. <br /> <br />Mr. Herbert of SSG delivered the attached presentation to the committee. <br />Discussion <br />In response to a question, Mr. Herbert discussed how this plan addresses equity. He <br />acknowledged that energy poverty impacts many in Lakewood and that implementing equitable <br />outcomes will take dedicated focus. He mentioned how the Inflation Reduction Act can benefit <br />those with lower household incomes. <br />Through discussion it was clarified that the anticipated $54 million in savings includes all energy <br />interventions, including, but not limited to residential building modifications. <br />In response to a question, Mr. Herbert remarked that in order to make an impact on climate <br />change, communities muststart tacklingmore challenging interventions. He recommended <br />bundling simple and challenging interventions together to achieve savings using the Inflation <br />Reduction Act. <br />Councilmember Bullock noted that the Climate Action Plan focuses predominantly on private <br />property and that there is a huge range in residents’ abilities to plan, implement and finance the <br />1 <br /> <br /> <br />
