<br />MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br />May 22, 2023 <br />AUDITORIUM <br /> <br />Present: Councilmembers Rader (Chair), Bullock, Baker <br /> <br />Also: Councilmembers Marx, Shachner, Kepple, Assistant Planning Director Baas, Mayor <br />George, Law Director Vargo, Council staff <br /> <br />Call to Order: 7:44 p.m. <br /> <br />Approval of the minutes of the May 1, 2023 meeting of the Public Works & <br />Sustainability Committee. <br /> <br />st <br />Without objection from the committee, Chairman Rader approved the minutes of the May 1 <br />meeting of the Public Works & Sustainability Committee. <br />Communication from Director Leininger regarding Winterhurst Ice Rink Operating <br />Agreement. (Referred to PWS 5/15/23) <br />Director Leininger introduced the matter, explaining that the City is in the process of changing <br />the operation model at Winterhurst and is currently in the midst of a process to select a new <br />operator for the facility. He explained the process to date. The selection for an operator has been <br />narrowed down to four entities. The four finalists will submit detailed proposals on Friday. The <br />four proposals will be reviewed by an advisory committee which includes President Litten. <br />Director Leininger noted that legislation to approve the new operator will need quick action by <br />Council, as the Winterhurst lease expires at the end of June. <br />Chair Rader asked what objective scoring is used to evaluate each proposal. Director Leininger <br />broke down the evaluation criteria on page 6 of the RFQ. He mentioned the Administration’s <br />approach to making the decision as objective as possible. <br />Councilmember Bullock asked for an explanation of the priorities that have changed between <br />now and the previous agreement. He mentioned community access and cleanlinessas personal <br />priorities that he would like addressed. <br />Director Leininger mentioned the operational arrangement described on page 2 of the RFQ and <br />explained that each potential operator is qualified. <br />Councilmember Bullock and Director Leininger spoke about the day-to-day supervision of the <br />Winterhurst Ice Rink. Public Works will potentially manage daily activities with the third-party <br />operator. <br />Councilmember Bullock asked about revenue for the cityand the operator. Director Leininger <br />explained that the ice rink will be operated at-cost with the additional management fee provided <br />from the City.
